Community Peace Officer Program Superintendent
About the role
The Opportunity:
This management position is responsible to lead and direct the operation and administration of the Municipal Enforcement Unit, within The City of Red Deer Municipal Policing Services Department which works to support RCMP operations and administration. This position focuses on fostering culture of customer service excellence, making timely decisions and balancing priorities of the City of Red Deer and the RCMP in their joint efforts to facilitate a safer community through collaborative initiatives. This position has a focus on community engagement, collaboration and the development of strategies and plans that acknowledge and enhance an integrated community policing strategy for The City of Red Deer within both the municipal bylaw and traffic areas.
The CPO Superintendent overseeing the staff of the Municipal Enforcement unit, is responsible for employee development, performance management, and conducts investigations into complaints and violations. The role is also tasked with ensuring operational efficiency and implementing improvements to increase service effectiveness of the Unit or in support of the department. Other administrative responsibilities include contract negotiations & administration, budgeting, adherence to related municipal, provincial and federal legislation as well as all requirements of the Government of Alberta Justice and Solicitor General department, RCMP “K” Division, and the Provincial and Federal Courts.
As our preferred candidate, you will have:

2-year College Diploma in Business, Law Enforcement, Conservation Enforcement, Criminology or graduation from a recognized police academy Preference given to those with a university bachelor’s degree in related fields.

A thorough knowledge of relevant federal, provincial and municipal legislation and regulations.

Minimum of 8 years of leadership experience in a law enforcement field. 5 years Supervisory experience, (Municipal environment and unionized experience would be an asset).

Experience in Emergency Management with ICS 300 or 400 training is an asset.
-
An equivalent combination of education and experience may be considered.

Must pass and maintain Enhanced Security Clearance with the RCMP.

Must be able to obtain Community Peace Officer – Level 1 Status and maintain CPO Appointment during the period of employment.
-
Required to wear an identifying uniform when carrying out the functions of the position.
-
While this position is not required to perform the road duties of the CPO role it is anticipated that there may be opportunities for this role to be involved in some field work.

To qualify and maintain Community Peace Officer Level 1 appointment must successfully complete:
-
- The P.A.R.E. physical testing within the prescribed time (4:45) and be valid at time of employment
- Defensive driving training.
- Complete special training in the use of defensive tools (Oleoresin Capsicum spray and expandable batons)

Must have a valid Alberta Class 5 driver’s license, maintain a good driving record with limited demerit points.

Must obtain a Commissioner of Oaths appointment.

Completion of Emergency First-aid, CPR and WHMIS certification.

Ability to work unsupervised and act on an initiative within given guidelines.

Demonstrated exceptional knowledge of Alberta policing and the Alberta Peace Officer program – legislation and policies.

Awareness of records management practices as stated in the Records Management Policy, Alberta Public Safety and Emergency Services policy, as well as the Peace Officer Act and Regulations.

Understanding of GPS and GIS technology and its applications.
-
Strong working knowledge of the Criminal Code of Canada, the Charter of Rights and the Rules of Evidence.

Knowledge of Police communication protocol.
-
Must have a basic working knowledge of the Roads/Moves program.
-
Ability to respond courteously and professionally in resolving conflict situations.
-
Ability to resolve conflict during controversial situations and lead by example.
-
Demonstrated skills in dealing with both exempt and unionized staff and contractors.
-
Possess above average leadership qualities, and communication skills both written and oral.

Ability to establish and maintain effective working relations with appointed and elected officials, staff members, labour unions, the public and the media.

Ability to write detailed and comprehensive reports.
-
Display strong planning and organizational skills in co-ordinating multiple activities to accomplish goals and using resources effectively and efficiently.

Ability to plan, manage and respond to change.

Remuneration:
$55.38 to $69.23 per hour.
$108,415 to $135,518 per annum.
Hours of Work:
75 hours biweekly, Monday to Friday. Some evening and weekend work may be required.
