About the role

Reporting to the Coordinator of Data and Applications, the Business Analyst is responsible for leading the elicitation, communication, analysis, and documentation of the current and desired needs, requirements, and processes for delivery of city services. This role involves meticulous work and communication, which may be guided, and subject to review by the Project Manager to ensure adherence to the highest standards of quality.

The Business Analyst leads the analysis and conceptual design of the solution, documenting business processes and business requirements, functional specifications, user experience, identifying opportunities to improve processes, designing acceptance tests, and measuring benefits of completed projects. The Business Analyst also assists in the development of business cases and supports other staff in performing business analysis.

As the Business Analyst Innovation and Technology, you will:

  • Develop business cases recommending organizational change based on service needs, options analysis, and cost-benefit projections.
  • Lead the elicitation, communication, and documentation of service needs, business processes, business requirements, and functional specifications.
  • Develop requirements for procurement to support the creation and evaluation of bids and assist with contract administration during the bid process.
  • Implement & develop test plans for information systems.
  • Identify and analyze anticipated costs and benefits of alternative solutions.
  • Document business, system, data and process models using standard modelling notation, and maintain these artifacts in a central repository.
  • Identify and analyze data sets to find ways to solve business problems, increase process efficiency or make business decisions.
  • Collaborate with process owners, senior users, technologists, subject matter experts, and third-party partners to identify and resolve gaps between system functionality and business requirements, and design and configure systems.
  • Coordinate and facilitate user acceptance testing (UAT) and obtain signoff.

Your education and qualifications include:

  • Bachelor’s Degree in a management, business, or technology-focused discipline or equivalent education and experience.

  • Related certification such as Certified Business Analysis Professional (CBAP), Certification of Competency in Business Analysis (CCBA), or Professional in Business Analysis (PMI-PBA) is preferred.

  • 4 years of experience in performing requirements analysis, project documentation, business/system process change and organization transformation.

  • 2 years of experience in procurement, competitive bid processes, and contract administration is an asset.

  • Experience working with stakeholders to identify business needs and objectives.

  • Experience in business analysis involving business, process, system changes / organizational transformation.

  • Experience in documenting business requirements, data analysis and process models, and functional specifications (use cases, user stories with acceptance criteria, business rules).

  • Ability to use judgement to form conclusions that may challenge conventional wisdom, ensuring that proposals or arguments are supported by strong logic and a compelling business case.

  • Ability to analyze complex issues and work with Supervisor to design practical solutions.

  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, and the public.

  • Excellent verbal communication skills with ability to facilitate discussions and engage and influence partners to achieve target outcomes.

  • Strong interpersonal, coaching and mentoring skills with the ability to work effectively in a team environment.

  • Exceptional written communication and documentation skills with ability to produce clear and concise business and process requirements and functional specifications.

  • Excellent interviewing, influencing, facilitation, negotiation and presentation skills.

  • Demonstrated ability to facilitate and coordinate user acceptance testing (UAT) and obtain signoffs.

  • Skills in data modelling, data mapping, and systems integration are an asset.
