The Data Access and Information Privacy Branch is responsible for data standards, governance, and privacy within Alberta’s heath care system. This includes ensuring that data driven decisions are supported by robust governance, privacy standards, and stakeholder collaboration. This helps to facilitate enhanced data access, collaboration, reduction in data duplication and innovation to ensure effective and efficient services across the government and health ecosystem to provide better services to Albertans.

Reporting to the Manager of Data Governance, the Data Governance Analyst is responsible for supporting the implementation of a Data Governance program and the Health Analytics Roadmap where data will be utilized for the benefit of all Albertans through a coordinated and systematic approach to managing and governing data.

A critical responsibility of the Data Governance Analyst is to coordinate with various internal and external stakeholders to understand the data access landscape and develop governance and policy instruments that will enhance the ability for data access with internal and external stakeholders. This position is skilled in anticipating, identifying, and responding to diverse and complex data access needs and issues across the healthcare ecosystem, while also aligning with other areas of the branch, and the Department of Primary and Preventative Health Services.

Key Responsibilities

  • Develop and maintain policies, standards, and guidelines to establish effective data governance with processes to support data integration and access across the healthcare ecosystem.
  • Prepare written documentation relating to data governance and policy instruments, provide strategic recommendations, summarizing complex information for a range of stakeholders.
  • Establish effective working relationships and collaborate with various stakeholders, actively engaging in data discussions and cross-departmental issues to support data governance solutions.
  • Facilitate and collaborate with other health ecosystem stakeholders in a federated governance model for effective data use and consistent data sharing. Work with data quality management and data stewardship function to implement policy instruments, data governance standards and monitor compliance in the adoption of created standards and processes.
  • Drive continuous improvement efforts while identifying data risks and define process areas for review. Develop, analyze and maintain metrics for measuring adherence and improvement of data governance policies.
  • Provide ongoing training on data governance best practices and contribute to the development and implementation of strategies to promote data literacy.

Qualifications Requirements:

  • University degree in a related field (i.e., Information Management, Computer Science, Business, Science, Public Administration) supplemented by four (4) years of progressively responsible related experience; or equivalent as described below.

Equivalency Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Required Experience

  • 2+ years of experience in data governance or data management.
  • Working knowledge of data governance standards and best practices.
  • Experience working on policy instruments and governance standards with ability to organize information and write for a range of levels of government and external stakeholders.
  • Demonstrated ability to work collaboratively with cross-functional teams and to facilitate teamwork and stakeholder engagement.
  • Excellent communication, presentation, and documentation skills.
  • Experience providing advice with the ability to define a problem, develop solutions, and analyze options and solutions.
  • Proficient with Microsoft Suite of applications.

Assets

  • Working knowledge of Data Management Functions: Metadata Management, Data Quality, MDM, Data Warehouse & Business Intelligence.
  • Experience in data privacy, data security, regulations, and compliance.
  • Strong understanding of data management principles and tools with experience managing data governance frameworks, data quality initiatives, and metadata management in a federated data governance model.
  • Innovation mindset to navigate through new challenges with high degree of initiative to solve problems.
  • Strong business acumen and adept at managing multiple, concurrent deadlines and shifting priorities.
  • Strong interpersonal skills with ability to collaborate & influence stakeholders at varying levels within the organization.
  • Self-motivated and analytical with strong organization and time management skills.

Hours of Work 7.25 hours daily/ 36.25 hours weekly, Monday to Friday.

Location This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
