The Minimum Equipment List (MEL) Controller is responsible for the administration, on behalf of the Chief Pilot, Company Minimum Equipment Lists in accordance with CAR 705.07 (2)(e). More specifically, the MEL Controller evaluates changes in technical and regulatory manuals in order to draft required changes to the MEL.

The MEL Controller also provides support on all MEL related issues with personnel from Flight Operations, Fleet Management, Maintenance Operations Control (MOC), In-Flight Service, Operations Engineering, Aircraft Performance, Transport Canada and Original Equipment Manufacturers (OEMs).

Responsibilities:

  • Administer Company Minimum Equipment Lists (MEL) in accordance with CAR 705.06 (2)(e);
  • Monitor and evaluate changes in Master Minimum Equipment Lists (MMELs), Dispatch Deviation Guides (DDGs), Aircraft Deactivation Procedures Manuals (ADPMs), Aircraft Flight Manuals (AFMs),
  • Configuration Deviation Lists (CDLs) and Transport Canada MMEL Supplements (TC Supps) in order to draft required changes to the Air Canada Minimum Equipment Lists (MELs) for review by Flight
  • Operations and Maintenance and approval by Transport Canada.
  • Ensure that the philosophy, development and approval of the Minimum Equipment List (MEL) is done with respect to the guidelines from Transport Canada's TP 9155E – Master Minimum Equipment
  • List/Minimum Equipment List Policy and Procedures Manual.
  • Provide technical and regulatory expertise in the development and updating of MELs.
  • Research redundancies in aircraft system designs, draft applicable relief in the MEL, and seek aircraft manufacturers' concurrence as required.
  • Propose changes in MMELs to aircraft manufacturers and Transport Canada.
  • Chair MEL review meetings and obtain approval from In-Flight Service, Flight Operations and Maintenance.
  • Receive and respond to queries from MEL users.
  • Analyze input/feedback from MEL users and develop appropriate revisions to the MELs.
  • Act as central liaison between Flight Operations, Fleet Management, Maintenance Operations Control (MOC), In-Flight Service, Operations Engineering, Aircraft Performance, Transport Canada and OEMs on all MEL issues.
  • Assume safety responsibilities in accordance with Section 1.3.7 of the Corporate Safety Management Manual (CSMM).
  • Support MOC during off hours.
  • Authorize Repair Interval extensions when the situation warrants.

Qualifications

  • Transport Canada Aircraft Maintenance Engineer License or equivalent with considerable fleet-wide systems experience.
  • Minimum of 3+ years of experience in a similar position.
  • In-depth expertise and/or knowledge of aircraft systems.
  • Requires limited to broad scope of skills and expertise from several functions in the Flight Operations, Maintenance and In-Flight Service branches, as well as a broad knowledge of airline operations, to
  • propose and implement solutions to complex issues.
  • Knowledge of regulations and policies applicable to the MMEL/MEL.
  • Ability to use MS Outlook and Adobe Acrobat DC Pro efficiently.
  • Effective planning and organizational skills.
  • Strong written and verbal skills.
  • Proven teamwork and administrative skills.
  • Knowledge of regulations and policies concerning special operations such as Extended Diversion Time Operations (EDTO), Reduced Vertical Separation Minima (RVSM) and Required Navigation
  • Performance (RNP) is an asset.
  • Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
