In this position, you will supervise existing staff (Advisor, Corporate Finance, Capital Advisory) and will be reporting to the Senior Leader, Corporate Finance, Projects.
As Senior Advisor, Corporate Finance, Capital Advisory, you will play an integral role implementing and executing The City's Capital Advisory program. The Capital Advisory team resides within the Corporate Finance function in the Treasury division, acting as principal contacts within the organization for all financing and decisions affecting the capital structure for The City's capital investments. You will make capital structure recommendations ensuring transaction alignment with The City's long-term financial capacity and financial sustainability principles, and corporate policies and procedures. Primary duties include:
- Act of a principal corporate liaison with business units, subsidiary corporations and Civic Partners as a key representative of the Capital Advisory team, leading a team of Advisors as subject matter experts responsible for the assessment, evaluation, negotiation and execution of all aspects of financing for The City's Capital Advisory program. This includes stewardship supporting implementation of The City's alternative capital financing program which includes structured debt and other financing options, Private-Public Partnerships, or innovative delivery models.
- Liaise with business units, subsidiary corporations, Civic Partners, and consultants to provide strategic corporate financial and commercial advice on all capital programs or projects and initiatives of strategic importance to The City, by developing the optimal corporate funding and financing strategies and financial frameworks in accordance with internal risk tolerances and standards, and in compliance with corporate policies and procedures.
- Facilitate a collaborative approach when providing strategic advice, fostering strong internal relationships in a project team environment while leading a team acting as key subject matter experts, along with external relationships with relevant financial consultants, financing and credit rating agencies, financial institutions, or the debt capital markets.
- Monitor capital structure recommendations ensuring alignment of transactions and initiatives to The City's long-term financial sustainability objectives, financial strategy principles and financial frameworks and The City's Principle Corporate Risk register, including but not limited to the development of capital funding and financing solutions that align with the corporation's borrowing strategy, liquidity, debt management and credit ratings.
- Prepare and execute agreements with external parties, set commercial terms and conditions in accordance with internal risk tolerances and standards in compliance with corporate policies and procedures, such as The City's Performance Security Policy, Debt Policy, Canada Infrastructure Bank Framework and Best Practices, and Private-Public Partnership Policy.
- Provide oversight and direction to Advisors, in the negotiation, evaluation and execution of capital projects and initiatives undertaken by The City, its subsidiaries and Civic Partners and optimize the efficiency of internal forecasts and reporting.
- Lead a team of Advisors analyzing, identifying, and recommending risk mitigation strategies to senior leadership for project specific and corporate financial risks, and other key risks for The City.
- Prepare and present recommendations and conclusions in concise, structured reports and presentations to senior leadership, committees, Council, and external partners.
Qualifications
- A degree in Business or related field plus a professional designation such as a Chartered Professional Accountant (CPA), Chartered Financial Analyst (CFA), or Chartered Business Valuator (CBV) plus at least 8 years of experience of progressive responsibility in corporate finance and corporate development.
- Equivalent combinations of experience and education may be considered.
- Advanced proficiency in Microsoft Office Excel is required.
- Prior supervisory experience will be considered an asset.
- Project finance and financial modeling experience including debt financing, as well as direct experience with developing and refining long-term alternative financing solutions, evaluation of capital structures and development of corporate financing strategies, and transaction execution for capital projects is essential.
- Practical experience with the development and execution of financing agreements, commercial agreements, procurement documents, and legal review processes.
- Excellent communication and organization skills, strong political acumen, and demonstrated proficiency in financial analysis.
