Capital Investment Planning is responsible for stewarding a strategic corporate capital planning process and methodology to create The City's capital infrastructure investment plan. The team prioritizes and optimizes The City's investments through portfolio management to support infrastructure resilience, integrated service delivery and intentional management of The City's capital portfolio. The work is high-profile and often requires quick turnaround times within an environment that can often be ambiguous. As such, applicants should be prepared for a position that is fast-paced, with high-intensity.

As a Junior Capital Consultant, you will work directly with the Capital Consultant to undertake research, data collection, analysis and presentation of the capital portfolio, and capital performance reporting. This is a developmental position that will provide opportunities to learn and build experience with capital infrastructure investment planning and prioritization of capital and service plans and budgets. Primary duties include:

  • Document processes and procedures, gather feedback and suggest adjustments to ensure effective implementation of the corporate capital prioritization framework and criteria.
  • Research, collect, analyze and present qualitative and quantitative capital investment information to support services and teams in the development of a 10-year Capital Investment plan.
  • Coordinate and consult with internal and external subject matter experts, service stewards and other sections in the division to define business priorities, identify trends and provide recommendations.
  • Prepare capital business case documents and assist in the preparation of high-quality reports and presentations for a range of audiences, including senior leadership and Council.
  • Support the development of forms, templates, tools and databases to streamline processes from data collection to presentation materials.

Qualifications

  • A degree in Business, Management, Public Administration or related field and at least 8 months of relevant experience, including at least 4 months of direct experience in capital infrastructure investment planning and prioritization.
  • Experience with business or finance analysis, business process improvement, quality assurance, and project management will be considered an asset.
  • Advanced proficiency in Microsoft Office (Word, Excel and PowerPoint) is an asset.
  • Successful applicants will have the ability to learn quickly, act on their own initiative and adapt to changes in a dynamic environment.
  • Demonstrated strategic, critical thinking, attention to detail and creative problem-solving skills.
  • Well-developed communication and interpersonal skills to build and maintain relationships and present complex information through written and visual means.

Workstyle

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Days of Work: This position typically works a 5 day

work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
