The Ministry of SaskBuilds & Procurement (SBP) supplies services to the public and other ministries that support efforts to build the economy and make life better for all Saskatchewan people.
The Priority Saskatchewan and Stakeholder Relations branch has a focus of ensuring proactive engagement with industry and relevant areas of our ministry and others within the Government of Saskatchewan (GOS) on various procurement and procurement-related topics to continue expanding Saskatchewan capacity and supply chain resilience.
The Opportunity
The Ministry of SaskBuilds and Procurement is seeking a detail-oriented and collaborative professional who understands the importance of relationships with industry and businesses as well as various procurement experts and others across the Government of Saskatchewan. This opportunity is for one (1) permanent position. This competition may be used to fill future term or permanent vacancies.
As Stakeholder Business Partner , you will:
- Foster and maintain strong relationships with diverse stakeholders including local suppliers, labour groups, business associations, Crown corporations, MASH (municipalities, academic institutions, schools, and hospitals) sector representatives, and Indigenous communities and enterprises;
- Provide high-level strategic advice, support, guidance, consultation and recommendations to the Director/Senior Management team regarding procurement policies, process improvements and implementation strategies, ensuring alignment with organizational needs and considering impacts of decisions;
- Identify stakeholder and industry trends to inform strategic planning and ensure procurement and supplier development initiatives meet evolving needs;
- Lead and facilitate industry engagement and supplier development sessions to improve procurement understanding, enhance participation and strengthen industry and supplier capacity across the province;
- Meet with specific stakeholders and/or industry associations in responding to specific procurement or supply chain related opportunities or challenges.
- Collaborate with cross-functional teams in analyzing and implementing procurement and major project life cycle solutions;
- Elicit and evaluate confidential information to develop strategic documents, presentations, and reports for senior government officials—ensuring senior leader confidence to successfully achieve government program and service improvement goals; and
- Provide confidential advice and recommendations to Cabinet, Deputy Ministers and senior Ministry officials on government-wide and ministry specific business processes, organizational risks, strategic planning, service transformation initiatives, job functions, and the allocation of labour.

To be successful in the role, the ideal candidate will be a/an:
- Strategic and client-focused professional, able to thrive in a fast-paced environment while balancing multiple demands;
- Skilled communicator, with strong negotiation and conflict management skills, able to gain consensus with diverse stakeholder groups;
- Collaborative team player, able to build and maintain positive working relationships;
- Trusted advisor, able to engage with industry, business and government partners to provide advice on policy or process changes to enhance procurement practices that support Saskatchewan’s economic development and public service goals; and
- Self-starter, able to proactively provide timely research, pathfinding, and advice to support decision making on issues and emerging initiatives.
Typically, the knowledge required for this position would be obtained through:
- 5 years of experience in the field of economic development, competitive intelligence, or related areas.
- Education in the field of business and/or economic development would be considered an asset.
- An equivalent combination of education and work experience will be considered.
Compensation will be commensurate with qualifications and experience.
