About the role

Provide oversight and control over corporate financial systems for the ministry!

Use your technical, financial and systems skills in a dynamic, fast-paced, and high-performing organization with the Ministry of Health's Accounting and Reporting Unit.

About the job

As a member of the Accounting and Reporting team, you will liaise with program areas and the Financial Management Branch and be the subject matter expert on a variety of controllership and financial systems issues. Your daily tasks will vary, including activities such as:

• ensure control and oversight of corporate financial systems, manage access requests, coordinate year-end activities, and resolve issues

• develop complex reports on financial performance using IFIS' business intelligence tools

• coordinate and monitor payment processes to ensure timely issuance and resolve any issues

• lead system upgrades, manage change activities, and prepare reports on implementation progress

• provide technical leadership, guidance, and training to staff

What you bring to the team

Controllership knowledge

You have knowledge of:

• controllership policies and best practices, internal control frameworks, and audit theories and techniques

• financial management policies, including risk assessment/management strategies, government and financial reporting requirements and practices

• financial information systems

You have the ability to gain knowledge of:

• ministry business programs, procurement policies and directions and corporate directives, policies and guidelines relating to the stewardship of ministry financial resources

Analytical and problem-solving skills

You can:

• investigate complex controllership and financial systems issues, implement processes, and provide recommendation

• interpret and apply directives, legislation, policies, standards, and priorities

• evaluate trends and policies to develop controllership and risk management options, and conduct financial and business process risk assessments

Risk management knowledge

You have knowledge of:

• operational risk and control assessments (e.g., entity-level controls, operational controls, and IT controls)

• performance evaluation and quality assurance methods to monitor and report on the relationship between the ministry and service providers, and lead quality review projects

• internal control theory and practices, accounting principles and practices, cost accounting, budget control, estimate process, management control systems and implementation of financial information systems

Communication, interpersonal and presentation skills

You can:

• provide advice, write proposals and reports, and lead training sessions

• advise senior management on controllership and risk management strategies, recommend actions, advise on risk-avoidance business strategies, and lead responses to audit recommendations

• explain complex financial risks, review audit results with leaders, and suggest improvements to protect assets

Project management and team leadership skills

You can:

• lead multi-disciplinary teams

• plan, schedule, coordinate and direct the work of team members

• build and maintain working relationships to support collaborative problem-solving

• oversee controllership projects, collaborate with stakeholders, promote cost-effective measures, and guide decisions on risk and other initiatives
