Job Title: Senior Manager of Resettlement and Settlement Services
Location: St. John’s, NL

Position Type: 1 full-time position until March 31, 2026, with a possibility of extension pending budget availability and satisfactory performance.

Reporting to the Director of Resettlement and Settlement Services, the Senior Manager of Resettlement and Settlement Services will provide strategic program guidance for IRCC funded programs including the Resettlement Assistance Program (RAP), the Settlement Program, SWIS, Community Connections. The role will establish and oversee KPIs for the division and lead data management, support proposals and new program development, and contribute to the leadership of IRCC funded programs across the Settlement Division.

Roles and Responsibilities:

  • Support the Director in oversight of managers and programs across the division

  • Develop divisional standard operating procedures and policies to provide internal consistency and external alignment Implements a continuous improvement approach to data management, including creating guidelines and efficiencies in data entry, monitoring and reporting; responsible for reporting data to senior management and funders

  • Provide support to the Senior Management Team with reporting (quantitative and qualitative) including developing tools, training and resources to support accurate reporting and storytelling

  • Assist in the development and supervision of existing and new programs, services and supports Identifies and addresses gaps in programs by assessing program delivery models, client outcomes, staffing, and training

  • Develop, implement, and monitor new programs including grant and proposal development, outcome measurement and program evaluation

  • Support the financial management of the division and the implementation of organizational financial management policies

  • Complete special projects and assignments as defined by the Senior Management Team working collaboratively with program managers, coordinators, staff and clients to ensure successful completion

  • Other duties as assigned

Qualifications and Experience:

  • Post-secondary degree in human services/social sciences or equivalent combination of training and experience

  • Minimum 3 years' experience in leading and coaching teams in a service delivery environment

  • Effective in data management and analysis

  • Strong report writing skills (both narrative and statistical)

  • Strong interpersonal, presentation, and communication skills (oral and written)

  • Possess cultural awareness and sensitivity in working with a diverse client group Ability to develop networks and maintain contacts within the broader community

  • Ability to multi-task, meet deadlines, and work in a fast-paced environment

  • Excellent knowledge of MS Office Suite Knowledge of the settlement process and issues facing immigrants and refugees during their integration process an asset

  • Ability to speak a second language is an asset

Conditions of Employment:

  • Legal authorization to work in Canada

  • Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm)

  • Valid class 5 NL driver’s license and daily access to a reliable vehicle

  • Some travel may be required

  • Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary
