The Employee & Workplace Wellness Unit is housed in the Workplace Supports & Prevention Branch, in the Labour Relations, Policy and Programs Division, of the Public Service Commission. The Unit is responsible for the design, development and implementation of corporate employee and workplace wellness policies, programs, and services across the APS to help support and maintain a healthy and safe workplace.
Role Responsibilities
Are you a strategic leader passionate about fostering psychologically safe, respectful, and resilient workplaces? The Public Service Commission is seeking a dynamic Manager, Employee & Workplace Wellness to lead enterprise-wide wellness initiatives that support the health and engagement of Alberta Public Service (APS) employees.
In this role, you’ll lead a high-impact team responsible for designing and delivering wellness strategies across government. Spanning five key areas, this role will:

Drive Policy & Program Development – Lead the creation, implementation, and continuous improvement of foundational policies like the Respectful Workplace Policy. Your work will ensure alignment with government direction while meeting the evolving needs of employees across the APS.

Lead Training & Awareness Strategies – Oversee the design and delivery of enterprise-wide training. You’ll ensure content is engaging, inclusive, and supports a culture of psychological safety and respect.

Oversee EFAP & Trauma Support Services – Manage the Employee and Family Assistance Program (EFAP), including large-scale procurement, contract negotiation, and service evaluation. You’ll ensure timely, effective, and inclusive support for employees and their families, while navigating complex public sector procurement requirements.

Provide Strategic Leadership & Stakeholder Engagement – Lead a dedicated team and collaborate across ministries. As a trusted advisor, you’ll influence wellness, mental health, and respectful workplace practices at the highest levels.

Ensure Operational Excellence & Risk Management – Monitor emerging issues, maintain business continuity, and manage risk. You’ll develop integrated solutions that balance short-term responsiveness with long-term strategy.

Qualifications
Minimum Recuritment Standard:
The position requires a minimum of a Bachelor's Degree in Business, Public Administration, Social Sciences, and four years of experience.
Related experience or education may be considered as an equivalency on a one for one basis.
The Manager is required to have demonstrated expertise in the following skills and abilities:

Leadership experience, with a proven ability to guide and support high-performing teams through complex and sensitive work.

Developing and implementing policy, as well as managing procurement processes, including RFP development, contract negotiation, and amendments.

Project management, with the ability to lead multiple initiatives simultaneously in a dynamic and evolving environment.

Agility in navigating shifting priorities and emerging issues, while maintaining focus on strategic outcomes.

A collaborative approach to building and sustaining effective relationships with internal and external stakeholders, including unions and cross-ministry partners.

Exceptional communication skills - both written and verbal - with the ability to influence, advise, and engage diverse audiences.

A solid understanding of HR policies, collective agreements, and relevant legislation is considered an asset.

Hours of Work:
7.25 hours per day/36.25 hours per week - Monday to Friday, 8:15 am to 4:30 pm
