Job Summary
The Divisional Director of Emergency Disaster Services manages and coordinates The Salvation Army Emergency Disaster Services (EDS) program within a geographic region and supports THQ EDS with the Humanitarian Workforce Project.
Key Accountabilities
- Develops and implements emergency preparedness plans, coordinates training, and supports local units in risk assessments and mitigation strategies.
- Assists MUs in establishing local EDS programs, building community partnerships, and preparing business continuity plans.
- Oversees divisional emergency response using ICS, allocates resources, and supports local MUs during emergencies.
- Participates in divisional policy development, strategic response planning, and post-incident evaluations.
- Designs and delivers full-cycle training programs, disaster exercises, and develops annual training plans for staff and volunteers.
- Supervises EDS personnel during emergencies, sets training standards, maintains volunteer records, and supports recruitment efforts.
- Develops and audits regional EDS policies and procedures, ensuring compliance with standards and regulations.
- Prepares and manages budgets, funding proposals, and operational reports to ensure effective use of resources.
- Maintains a high standard of service delivery aligned with The Salvation Army’s mission, values, and public image.
- Engages in professional development and stays informed on trends in emergency management.
Education and Experience Qualifications
- Completion of formal post-secondary/college/University program of three academic years in disaster and emergency management or a related field
- Diploma or certificate in disaster and emergency management is an asset.
- Minimum of three (3) years of progressively more responsible senior management experience preferably in a field relevant to disaster and emergency management programs.
- Minimum of two (2) years’ frontline experience in emergency planning and preparedness or other experience in frontline work with survivors of emergency or disaster situations.
- Demonstrated in-depth working knowledge of applicable programs and services, legislation, and policies as well as issues in provincial emergency response
- Working knowledge of all Salvation Army emergency social services primary services programs, EDS programs and Salvation Army Social Service programs is an asset.
- First Aid/CPR certification.
- Attention to detail, problem solving and analytical skills.
- Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
- Demonstrated teamwork and leadership skills.
- Demonstrated ability to work in stressful high-paced environments.
- Strong organization and administrative skills.
- Proficient in Microsoft Office suite, including PowerPoint.
Compensation:
The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
