Looking for a new and exciting job opportunity? We are looking for a Disability Management Specialist to join our team!

What You Will Do

Reporting to the Manager, Occupational Health, this critical role will involve managing occupational and/or non-occupational disability cases, with a strong focus on ensuring the successful administration and implementation of the TTC’s disability management and return to work programs. The Disability Management Specialist will be responsible for case management, return-to-work planning, adjudication of non-occupational short-term disability (STD) benefits, and coordination with employees, management, union representatives, and third-party agencies such as the Workplace Safety & Insurance Board (WSIB).

In this role, you will be instrumental in providing guidance on policies and programs related to both occupational and non-occupational injuries or illnesses, while ensuring compliance with relevant legislation and internal TTC policies.

Key Responsibilities:

  • Manage occupational and/or non-occupational disability cases (as assigned) including complex disability, return to work, and accommodation cases, providing comprehensive case management services and ensuring timely and effective case resolution

  • Working closely with employees, managers, and other relevant stakeholders (e.g. healthcare professionals, WSIB), develop and implement return to work including any necessary accommodations

  • Adjudicate and manage non-occupational short disability benefit (STD) benefits and support the return-to-work process including obtaining up-to-date medical information as required

  • Review and confirm return to work clearances, including medication reviews in accordance with the TTC’s Fitness for Duty (FFD) policy

  • Support employees during recovery, rehabilitation, and return to work, including identifying and addressing barriers to successful return-to-work outcomes

  • Prepare and implement case management action plans and facilitate medical consultant reviews and complex case file reviews as required

  • Establish the need for and facilitate relevant assessments as covered under the applicable Collective Bargaining Agreements and/or relevant TTC programs and policies e.g. Functional Abilities Evaluation (FAE), Independent Medical Examinations (IMEs)

  • Review and audit claims data to ensure correct benefit administration, determine trends, and report on related data

  • Establish and maintain professional relationships with various workplace parties and stakeholders in order to cooperate on matters of mutual concern

  • Keep accurate case records and ensure all case related information and documentation is securely stored and updated in the appropriate case record

  • Ensure compliance with relevant legislation including but not limited to Occupational Health & Safety, the Human Rights Code, and WSIB as well as internal TTC policies

  • Support the development and implementation of projects and initiatives within the department including but not limited to sharing resources, knowledge, or expertise with others.

Education and Experience

  • Completion of a post-secondary college diploma or university degree in a related discipline (Human Resources, Health Care, Rehabilitation) or a combination of education, training and experience deemed to be equivalent.
  • Several years of related work experience managing occupational and/or non-occupational disability cases, accommodation cases, and return to work planning
  • Certification as a Certified Disability Management Professional (CDMP) or a Certified Return to Work Coordinator (CRTWC) through the National Institute of Disability Management and Research (NIDMAR), or equivalent is an asset.
  • Sound knowledge of disability management practices and policies.
  • Thorough working knowledge and understanding of relevant standards and acts including Occupational Health and Safety Act, Workplace Safety and Insurance Act, Employment Standards Act, Human Rights Code and related legislation; and knowledge and understanding of privacy and confidentiality provisions with respect to personal health information and other personnel matters.
  • Working knowledge of Return-to-Work Programs and Duty to Accommodate requirements.
  • Demonstrated ability to prioritize work, multi-task and manage internal/external relationships effectively.
  • Sound judgement and excellent communications skills as wells and conflict resolution skills.
  • Excellent organizational, interpersonal, problem solving and decision-making skills.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
