The Ministry of Finance offers dynamic and challenging work that supports innovation, creativity, and diversity. Our Operational and Strategic Policy Unit within the Revenue Division has an exciting term position for a Senior Policy Analyst, who will lead the development and analysis of legislative and regulatory proposals, coordinate the tax appeal process, and support cross-divisional initiatives.

The Opportunity:

The Revenue Division has an exciting opportunity to contribute to high-impact legislative and policy work in the role of Senior Policy Analyst. As a key member, you will lead legislative analysis and development, coordinate complex tax appeals, and collaborate with internal and external partners on emerging tax policy issues. We are looking for an experienced and motivated analyst who enjoys working in tax administration and has experience working with legislation, regulations, programs, and policies. As a Senior Policy Analyst, your keen research, communication, and collaboration skills will assist in creating and implementing new tax policies and programs.

Reporting to the Director, Operational and Strategic Policy, your responsibilities will include:

  • Lead the development and analysis of legislative and regulatory proposals, including drafting policy recommendations and collaborating with legal counsel on legislative language;
  • Coordinating the tax appeals process, including reviewing submissions, liaising with internal stakeholders, and preparing files for legal review and board hearings;
  • Conducting research analysis on emerging tax policy issues, trends, and administrative practices to support decision-making and identifying opportunities for legislative or program improvements;
  • Preparing briefing notes, policy papers, and decision documents for senior leadership and executive approval;
  • Collaborating with internal teams and external partners to support integrated policy solutions and cross-divisional initiatives;
  • Representing the branch at cross-government policy discussions, working groups, and committees; and,
  • Monitoring and evaluating the impact of legislative and policy changes, and support implementation planning as needed.

An ideal candidate for this role requires:

  • Strong policy development experience, including research, analysis, and drafting of policy or legislative proposals;
  • Ability to interpret and apply legislation, and experience contributing to legislative or regulatory change processes;
  • Excellent written communication skills, with experience preparing briefing notes, policy papers, and appeal submissions for senior decision-makers;
  • The ability to manage complex, cross-divisional files with multiple stakeholders and shifting priorities;
  • Sound judgment, initiative, and a collaborative approach to problem-solving;
  • A positive team player that respectfully supports colleagues to promote a positive work environment; and,

Typically, the knowledge and experience required to achieve the above are obtained through completion of a post-secondary education in public policy, public administration, political science, or business administration, and a minimum of 3 years of relevant work experience. Accounting experience would be considered an asset.
