Job Information

The Government of the Northwest Territories is seeking a highly motivated and skilled Senior Human Resource Business Analyst to join our team in Yellowknife. This pivotal role within the Department of Finance will be the lead driver of continuous improvement for Finance processes, contributing to the delivery of continuously improving and high-quality human resources services.

About the role:
Reporting to the Manager, Business Performance, the Senior HR Business Analyst will play a crucial role in enhancing human resource service delivery across the Government. This position will lead the review of human resource processes, including assessing and reviewing all HR services provided by Finance.

Key responsibilities:

  • Continuous improvement: Lead the development, implementation, and management of a framework for continuous improvement within Finance, integrating with the department's business performance and measurement strategies.
  • Data Analysis and Reporting: Collect, compile, analyze, and report on data to measure HR services and meet HR workforce reporting requirements. Research, analyze, summarize, and report human resource data and employee demographics to support the improvement of effective human resource business performance.
  • Process Definitions and Assessment: Lead Process Definition and Assessment activities, including project management, using continuous improvement process analytics, and determining maturity and associated risk for each Finance process.
  • Process Optimization: Work with Finance divisions to review and optimize Finance business processes in support of continuous business improvement.
  • Implementation Support: Support the implementation of human resource business process improvement recommendations.
  • Project Management / Leadership: Provide project management / leadership and support through planning, implementing, monitoring, and evaluating for strategic Finance initiatives.

Knowledge, Skills and Abilities:

  • Intermediate knowledge of Microsoft programs including Excel Visio, Word, PowerPoint, and MS Access.
  • Intermediate knowledge of analytical software such as ACL Analytics, SPSS, 4D, PowerBI, etc.,
  • Knowledge of computerized human resource information systems
  • Thorough understanding of business analysis techniques and tools
  • Thorough understanding of process improvement and measurement methodologies
  • Knowledge of project management methodologies
  • Ability to effectively communicate, both verbally and in writing, with senior management, technical staff, and other employees within and outside government.
  • Strong analytical skills and creative techniques to break apart complex problems

Typically, the above qualifications would be attained by:

o A university degree in social science or related field with 3 years of work experience in analyzing data, preparing reports, preferably in the area of human resource metrics.

  • Equivalencies:

o Diploma in Business Administration ' with a focus on HR or analytics with 5 years of directly related experience
o Diploma in Human Resource Management, Data Analytics, Business Intelligence with 5 years of directly related experience
o Strategic Human Resource Management Diploma with 5 years of directly related experience
o Diploma / Certificate in Social Statistics and Data Analysis with 5 /6 years of directly related experience
o Certificate in Human Resource Management with a strong focus on HR analytics / metrics with 6 years directly related experience
