Job Description

POSITION SUMMARY

The Manager, Maintenance and Facilities develops, implements, and establishes an effective and efficient program of long-term Capital planning, maintenance, preventive maintenance, and repair to properties and surrounding grounds in the Health and Emergency Services division, in accordance with County policies and relevant legislation (i.e., Fixing Long-Term Care Act, Retirement Homes Act, Residential Tenancies Act, the Ministry of Health Standards and Directives, and applicable health and safety legislation and regulations).

The Manager, Maintenance and Facilities is responsible for providing effective leadership and direction for all day-to-day operations within their areas of responsibility and will positively impact the quality of care and services provided to residents at Georgian Manor and Village, Sunset Manor and Sunset Suites, Simcoe Manor and Village, Trillium Manor, the Adult Day Programs, and Paramedics Services. As a valued member of Health and Emergency Services, the Manager, Maintenance and Facilities demonstrates a commitment to quality care by providing expert guidance and support in facilities maintenance best practice, participating on various committees, providing leadership for Capital projects, and through an unwavering commitment to the organization’s mission, vision, and values.

DUTIES AND RESPONSIBILITIES (not listed in order of priority)

  1. Monitor four (4) long term care homes, and seniors services facilities (inclusive of Sunset Manor and Sunset Suites, Georgian Manor and Village, Simcoe Manor and Village, Trillium Manor, and the Adult Day Program Site in Elmvale). Support compliance with the budget and identify any variances to the Site Administrators, and Director of Seniors Services, as they arise.

  2. Assume responsibility for the property maintenance and facilities standards for all long-term care homes and seniors services housing and facilities. Ensure the day-to-day operations of each site are maintained, supervised, and conducted in an efficient manner, and according to Provincial legislation, Municipal by-laws, and County policies.

  3. Monitor and evaluate the portfolio-wide Quality/Risk Management program as well as the related reporting.

  4. Lead, develop, and implement, the Health and Emergency Services division long-term development plan. Prepare business plans and performance measures in order to facilitate the ongoing development and evaluation of both immediate and long-term service delivery strategies.

  5. Develop, implement, standardize, monitor, and evaluate preventive maintenance programs for portfolio-wide building systems and equipment (heating, cooling, domestic water, electrical, plumbing, fire, etc.). Monitor the service request system (SRS) daily for reactive maintenance issues and support the Supervisors, Maintenance and Facilities from a systems perspective. Ensure that any emergent issues of a critical nature are effectively prioritized and resolved.

  6. Provide management guidance to the Supervisors, Maintenance and Facilities in a manner that motivates, guides, and directs employees in the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, teamwork, and positive labour relations.

  7. Make recommendations to Health and Emergency Services divisional leadership on maintenance priorities and the allocation of resources (budget, human, physical). Provide technical advice and guidance as required to implement an efficient preventative maintenance program, and to expedite repairs when required.

  8. Facilitate the preparation of and/or prepare reports to County Council, regulatory bodies, and or planning bodies as required. Prepare briefing notes for review by the General Manager, Health and Emergency Services as required.

  9. Ensure the effective operation of a 24-hour emergency response system for all long-term care homes and seniors services housing and facilities. Address emergent priorities and health and safety issues that affect the related clients and properties.

  10. Maintain orientation and training of staff and oversee their day-to-day scheduling and activities according to County policies and guidelines.

  11. Accountable for maintaining the building safety training across all long-term care homes and seniors services housing and facilities. Update the training content as required to ensure compliance with relevant legislation and industry trends.

  12. Assist in the recruitment, evaluation, discipline, and termination of personnel.

  13. Accountable for the management of the employee Attendance Management Program for the division to ensure effective human resource management and day to day operations; delegating as necessary.

  14. Provide input in the preparation and implementation of the Health and Emergency Services division’s operating and capital equipment budgets, and capital budgets.

  15. Oversee the preparation of tender documents, project drawings, estimates, and contractor selection for the long-term care homes and seniors services housing and facilities.

  16. Provide advice and guidance on Capital projects within the Health and Emergency Services division. This includes supporting site inspections, directing contractors in the completion of the related work, monitoring work in progress for adherence to specifications, and reviewing the final inspection reports for any deficiencies in work.

  17. Oversee the corporate asset management policies and procedures as they relate to the Health and Emergency Services division.

  18. Purchase materials, supplies, and equipment according to needs, budget limitations across varying budgets and purchasing policy as approved by the Site Administrator, Director of Seniors Services, Deputy Chief of Logistics, and Director and Chief of Paramedic Services.

  19. Assume responsibility for the monitoring and development of the ground’s maintenance standards across all long-term care homes and seniors services housing and facilities, and support Paramedics hub, stations, and posts on an ad-hoc basis.

  20. Responsible for effective team-oriented communication processes which involve all aspects of service delivery.

  21. Develop and implement maintenance and facilities policies and procedures, and related occupational health and safety policies and procedures, with input from the corporate health and safety representative. Work collaboratively with the Supervisors, Maintenance and Facilities, to ensure consistency in policies, procedures, and programs across all long-term care homes and seniors services facilities.

  22. Provide input to the Site Administrator, Director of Seniors Service, Deputy Chief of Logistics, and Director and Chief of Paramedic Services regarding facilities and maintenance related annual goals, objectives and standards.

  23. Develop and maintain effective relationships with other departments and community partners. Ensure effective relationships with contractors, suppliers, consultants, and other stakeholders, as required.

  24. Work collaboratively with Procurement, Fleet, and Property, to ensure county vehicles are maintained in accordance with County policy and procedure. Provide similar support for leased/rented spaces within the Health and Emergency Services division.

  25. Research industry best practices in relation to building materials and equipment, methods of construction, and energy management.

  26. Develop and lead a multi-stakeholder (i.e., community partners, employees, residents) energy management team to drive cost savings at all long term care homes and seniors services housing and facilities.

  27. Develop and implement standardized fire safety code procedures and plans at all long term care homes and seniors services housing and facilities. Ensure that the fire safety code is tested in accordance with County policy and procedure, the Retirement Homes Act, the Fixing Long-Term Care Act, and Ministry of Health guidelines and standards.

  28. Ensure Occupational Health & Safety (OH&S) policies, programs and practices are implemented and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

  29. Participate in and demonstrate an understanding of resident and employee safety principles and practices in all day-to-day activities. Follow all safe work practices and procedures and immediately communicate any activity or action which may constitute a risk to resident safety. Act as the designated Health and Emergency Services division Safety Representative as necessary.

  30. Participate and lead committees, meetings, and projects as required.

  31. Effectively utilizes all electronic systems provided.

  32. Work in compliance with the Occupational Health & Safety Act and the Long-Term Care Homes Act, Retirement Homes Act, Residential Tenancies Act and their regulations in performing duties in a safe manner and follows all County of Simcoe Health & Safety policies, procedures and legislation.

  33. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act and the Personal Health Information Protection Act.

  34. Perform other duties as assigned, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

  • Undergraduate degree in Mechanical or Civil Engineering is required, or equivalent education and experience. This job may be considered for educational equivalency in accordance with County Policy.

  • Green belt certification is an asset.

  • Valid G Class Driver’s License and access to a reliable vehicle required.

  • Certification in an applicable trade (i.e. electrician, plumber, HVAC) is considered an asset.

  • Must possess Valid Pool and Spa Operator Qualification.

  • Must be knowledgeable in SAP PM/SAP.

  • Strong knowledge in basic carpentry and construction, plumbing and heating, electrical, painting, and small engine/equipment repair.

  • Must be accustomed with door security system(s) and software.

  • Good supervisory skills and ability to interpret and apply employment policies and collective agreements.

  • Must possess strong time management skills.

  • Must possess long term capital planning skills.

  • Strong interpersonal and oral communication skills.

  • Working knowledge of word-processing and spreadsheet application skills.

  • Criminal Records Check with Vulnerable Sector Screening that is less than six (6) months old at time of hire.

  • As a condition of employment, candidates are required to submit to TB Symptom Screening.

EXPERIENCE

  • A minimum of six (6) years’ experience in progressively responsible positions, plus a minimum of one (1) year as a Maintenance Manager or similar position in a large, multi-location organization.

  • Experience in the supervision of staff and the administration of employment policies and collective agreements.

EFFORT

  • Significant periods of sitting, sedentary – working on computer.

  • Light to moderate activity such as standing and walking on even surfaces, moving, or lifting light weights.

  • 24-hour emergency response and off shift support (tracking this data to support if needed).

WORKING CONDITIONS

  • May have limited exposure to garbage, cleaning chemicals, solvents, grease, fumes, dirt, dust, etc. while supervising others. Little direct exposure.
