Job Description
CIMA+ has a distinguished history of excellence in providing consulting services to electrical utilities across Canada. We are looking for a dynamic Contract & Procurement Professional to join our Vancouver team, where you'll deliver procurement and contract management services across all project phases, ensuring best value for the client. You will work under the supervision of the Western Canada Project Management Team.
We are seeking a results-oriented Senior Procurement and Contract Manager to oversee and execute the full scope of procurement and contract management services across all phases of complex infrastructure projects. Acting in an agency capacity, you will be responsible for delivering best-value outcomes aligned with our client policies, standards, and project requirements.
Primary Responsibilities
Procurement Management
- Develop and implement project-specific Supply Chain Strategies and Contracting Plans
- Define work packages and identify suitable Trade Contractors
- Prepare and execute procurement packages including Requests for Tender (RFT) and Requests for Proposal (RFP)
- Lead joint evaluation committees for bid reviews, negotiations, and award recommendations
- Manage contract award processes including issuance, execution, and documentation
- Raise and administer Purchase Orders in systems such as SAP and Ariba
Contract Management
- Administer contracts in line with our client standards and represent the owner when delegated
- Maintain accurate and complete records of contract documents and correspondence
- Track and verify all contractor submittals and deliverables
- Coordinate delivery and expedite goods, equipment, and services
- Support claims management, recommend payments, and assist in resolution of disputes
Trade Contract Lifecycle Support
- Pre-Tender: Define trade scopes, recommend long-lead purchases, and support sourcing documentation
- Tender Phase: Issue bid documents, manage correspondence, evaluate tenders, and provide award recommendations
- Post-Award: Monitor contract performance, support resolution of deficiencies, and administer claims and variations
Quality Assurance
- Perform procurement and contract management activities in accordance with project quality requirements, including those outlined in the applicable Quality Assurance scope
Systems & Tools

Operate within client’s procurement and contract management systems such as procurement (BC Bid, SAP) and contract management (SAP, Unifier, Ariba)

Ensure compliance with current processes and adapt to updates in systems as required
Qualifications
- Degree or diploma in Supply Chain Management, Business Administration, Engineering, or related field
- Minimum 7 years’ experience in procurement and contract management, preferably in infrastructure or utility sectors
- Demonstrated experience managing complex tender and contract processes
- Familiarity with BC Hydro’s Management and Accounting Policies and Procedures (MAPP) or similar frameworks is an asset
- Proficiency in SAP, Ariba, Unifier, and related procurement platforms
- Strong negotiation, analytical, and organizational skills
- Excellent communication skills and ability to manage multiple stakeholders
