Position Overview
Under the direction of the Manager of Emergency Planning, this position helps maintain the Emergency Plan and the Emergency Operations Centre (EOC). The Emergency Planning Advisor is responsible for ensuring the City maintains and exceeds the Provincial requirements of Vaughan's Emergency Management Program to protect the safety and well-being of the community by delivering public education, staff training and exercises and engaging with stakeholders. In addition, this position works with City departments, committees and external organizations on operational/tactical emergency management and business continuity plans and supports the Manager of Emergency Planning during major emergencies and/or disasters.
Responsibilities
Public Education:
- Develops, implements and maintains public education programs that enhance the capacity of citizens in being prepared for and managing emergency situations.
Training and Exercises:
- Develops, conducts and evaluates emergency exercises/drills and staff training to ensure the City is prepared to manage any emergency that could occur.
Interactions with Others:

Acts as Liaison Officer in the Emergency Operations Centre to advise the emergency management team, maintain operational readiness of the facility and on call duty officer during monitoring and enhanced monitoring phases.

Coordinates with City departments, committees and external organizations on operational/tactical emergency management matters and consequence management.
Emergency Management:
- Assists with revisions to emergency plans and procedures, hazard risk analysis, critical infrastructure review and compliance reporting.
Other Duties:

Performs other related tasks and projects, as assigned, which are in accordance with job responsibilities or necessary departmental or corporate objectives.

Responsible for ensuring compliance with the Occupational Health and Safety Act and Regulations and the corporate Occupational Health and Safety Policy and related procedures.
Qualifications and Experience
• Disaster and Emergency Management Bachelor's Degree or Certificate/Diploma in Emergency Management.
• Minimum three (3) years' experience in an Emergency Management program.
• Associate Business Continuity Professional Designation
• Valid Ontario Class ‘G’ driver’s license, in good standing; clear VSC
• Knowledge of the Emergency Management and Civil Protection Act, other applicable legislation and government operations at the municipal, regional, Provincial and Federal levels.
• Strong interpersonal and customer service skills to build and nurture relationships with stakeholders, departments and community.
• Excellent problem solving, creative thinking, analytical and critical thinking skills.
• Strong verbal and written communication skills with the ability to present materials effectively to a broad range of audiences.
• Ability to synthesize a significant amount of information to identify key concepts
• Strong attention to detail with a thorough and logical approach.
• Ability to remain calm in high pressure situations.
• Strong organizational skills, detail-oriented, well organized and able to prioritize multiple complex tasks and activities meeting conflicting priorities and timelines.
• Strong project management skills.
• Proficient in Microsoft Office programs and knowledge of SharePoint.
• Ability to work outside normal business hours, as required.
• Knowledge of and demonstrated ability in the City’s core competencies as well as relevant departmental functional competencies.
• Successful candidate will be required to submit a clear Vulnerable Screening Criminal Record Check, prior to commencing employment.
Preferred Qualifications:
• Basic Emergency Management (EM 200) considered an asset.
• Exercise Program Introduction (EM125) or equivalency from an accredited organization considered an asset.
• Exercise Program Management (EM 225) or equivalency from an accredited organization considered an asset.
• Incident Management System 100 (IMS 100) or equivalency from an accredited organization considered an asset.
• Incident Management System 200 (IMS 200) or equivalency from an accredited organization considered an asset.
• Accredited Instructor with Emergency Management Ontario considered an asset.
• CSA Z1600 Standard, NFPA 1600 or ISO TC22301 training considered an asset.
Working Conditions:
Standard office environment. This position is required to work in-person and virtually with the public, stakeholders, community partners, City departments and other levels of government. Will be required to work some weekends, evenings and holidays for emergency response and special events. This position will be assigned on call duties on a rotational basis with the Manager. Some lifting and physical work may be required.
