About the Opportunity

Reporting to the Director, Public Health, and working closely with the zone Public Health management team, the Manager is responsible for anticipating and planning the Public Health resources and action required to create supportive environments for healthy pregnancies, healthy birth outcomes, effective parenting and child and youth development. The Manager ensures resources are deployed to achieve consistent practice that is aligned with the Early Years Public Health standards and protocols. They actively identify emerging issues within the zone and take action to improve quality, reduce inequities and achieve measurable improvements that create supportive environments that promote the health of children in the early years. They manage recruitment, orientation, performance management and change management for a team comprised of multi-disciplinary professionals including Public Health Nurses. The Manager collaborates with the other Early Years Managers across the zones to fulfill the provincial program mandate and to seek opportunities for quality improvement in the program area.

The Manager is responsible to ensure knowledge is translated into action across the zone and that staff continually demonstrates high levels of proficiency and professionalism in accordance with established standards and the Public Health Core Competencies. The incumbent provides direction and oversight to staff related to program implementation, monitoring processes and outcomes per established accountability frameworks and engaging staff in active learning, team development.

The Manager fosters a shared and common vision for Early Years work across the zone by setting goals, communicating, monitoring and evaluating achievements of the team in collaboration with second Early Years portfolio Manager. Contributing to and leading provincial initiatives as assigned, the Manager identifies opportunities for advancing Early Years work across the zone and province, connecting ideas and evidence, and fostering a culture of respect, curiosity, accountability, teamwork and innovation well beyond the zone level.

About You

We would love to hear from you if you have the following:

  • Baccalaureate degree in health or early childhood related field or acceptable equivalent (nursing, social work)
  • Masters degree preferred in public health, nursing or acceptable equivalent
  • 5-7 years progressive leadership experience including 3- 5 years recent related management experience in a unionized health care/ community setting, including financial and human resource management.
  • Equivalent combination of education and experience may be considered
  • Eligible for registration with a professional body as appropriate.
  • Experience in the planning, development and evaluation of Public Health programs, services and initiatives based on community assessments, data, emerging science and best practice models.
  • Ability to assess and anticipate future needs, potential problems, directions and development for all aspects of strategic, financial, operational and human resource management.
  • Ability to develop and sustain coalitions, alliances, and partnerships with the members of the health care sector and external agencies.
  • Proficiency in the Core Competencies for Public Health.
  • Ability to communicate effectively with a wide variety of stakeholders using a variety of methods.
  • Demonstrated judgment, decision making, and problem solving skills.
  • Demonstrated leadership, strategic thinking, and analytical skills.
  • Demonstrated planning, organization and time management skills. Ability to deal with competing priorities.
  • Knowledge of applicable legislation and regulations including the NS Health Protection Act, NS Health Authorities Act, etc.
  • In depth knowledge of Public Health programs and practice related to the Early Years including the mandate and functions in Nova Scotia.
  • Innovative systems thinking with an understanding of working with communities.
  • Proficiency in LEADS.
  • Demonstrated high standards of ethics, integrity, respect, accountability and upholding the public interest, and ability to use them effectively in decision-making.
  • Leadership skills consisting of building a vision, team building, conflict resolution, goal setting, coaching, mentoring, delegation, change-leadership.

Hours

  • Permanent, Full-Time Position; 75 hours bi-weekly
  • Travel to various sites may be required.

Compensation and Benefits

$46.36 - $61.60 Hourly
