Department Information

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

As the Director, Compliance and Licensing, you will be accountable for the development, implementation, and management of transport compliance, road licensing programs, and electrical, mechanical, and elevator safety compliance across the Northwest Territories.

Based in Yellowknife and reporting to the Assistant Deputy Minister, Programs and Services, this role holds significant regulatory authority. The Director is appointed as Registrar of Motor Vehicles under the Motor Vehicles Act, All-Terrain Vehicles Act, Transportation of Dangerous Goods Act (NWT), and related regulations. Federally, the Director is designated under the Transportation of Dangerous Goods Act (Canada) and the National Safety Code and is responsible for administering the Deh Cho Bridge Act.

With a decentralized network of issuing offices and regionally dispersed staff, the Director ensures that licensing policies and procedures reflect the unique northern context and maintain consistent, high-quality service delivery across the territory.

Key Qualifications and Skills

  • A degree in social sciences, business management, or public administration.
  • Minimum of 8 years experience in transportation, regulatory, and/or compliance and licensing, with at least 3 years at a managerial level directing a team

Equivalencies may be considered**:**

  • A Master's degree in relevant field plus 6 years experience in transportation, regulatory, and/or compliance and licensing field, including 3 years at a managerial level directing a team.
  • A diploma in social sciences, business management, or public administration plus 10 years of experience in transportation, regulatory, and/or compliance and licensing, including 3 years at a managerial level directing a team
  • A certificate in social sciences, business management, or public administration plus 11 years of experience in transportation, regulatory, and/or compliance and licensing including 3 years at a managerial level directing a team.

Essential Knowledge and Abilities:

  • In-depth knowledge of transport, mechanical, and electrical regulatory frameworks.
  • Familiarity with road licensing, vehicle safety, and infrastructure protection.
  • Strong leadership and team management, especially in remote or decentralized settings.
  • Experience in regulatory enforcement, policy development, and legislative oversight.
  • Strong communication, negotiation, and conflict resolution skills.
  • Expertise in financial, project, and contract management.
  • Strategic thinker with strong problem-solving skills.
  • Competence in managing change and implementing modern technologies.
  • Commitment to diversity, inclusion, cultural safety, and reconciliation with Indigenous communities
