What can you expect from this position? Reporting into the Director, Airport Planning, the Associate Director, Groundside Systems Planning plays a critical role in shaping the future of Toronto Pearson’s landside and ground transportation infrastructure. This role combines strategic thinking, operational expertise, and collaborative leadership to ensure that our groundside systems meet both current and future capacity needs while enhancing efficiency, safety, and the overall passenger experience.

As a subject matter expert and people leader, you will lead internal and external stakeholders in planning and delivering high-impact BAU and capital projects, while driving standards and policy development aligned with the GTAA’s strategic objectives.

As an Associate Director, Groundside Systems Planning, you will:

  • Lead the end-to-end planning and delivery of groundside infrastructure projects, collaborating with Program Delivery and PMO teams to scope, execute, and manage planning inputs across multi-year initiatives.
  • Oversee complex demand forecasting, simulation modeling, and capacity planning to identify infrastructure needs and optimize passenger, employee, and vehicle flows throughout landside systems.
  • Coordinate with external transit partners (municipal, regional, and provincial) to align on current and future plans for buses, light/heavy rail, and mobility services (e.g., TNCs and limos).
  • Manage teams of internal analysts and external consultants, applying project governance frameworks to ensure planning deliverables are on time, on budget, and support GTAA’s strategic objectives.
  • Develop and maintain key datasets (passenger traffic, vehicle counts, ridership) to inform decision-making and ensure infrastructure recommendations are rooted in reliable empirical evidence.
  • Lead the preparation of cost-benefit analyses and business cases to support new capital investments and upgrades to existing infrastructure.
  • Present findings and recommendations to internal stakeholders, executives, and governance committees, translating technical
  • Foster a high-performing, customer-centric team aligned with GTAA’s values and long-term strategic vision.

This is the role for you, if you have:

  • Minimum 10 years of progressive experience in groundside planning, operations, or business planning within large, multidisciplinary transportation or airport programs.
  • Minimum 5 years of experience working on major international airport or equivalent infrastructure projects.
  • At least 3 years of experience managing teams and leading people, with the ability to inspire, coach, and hold others accountable.
  • Hands-on experience collecting and analyzing data, applying statistical techniques, conducting process reviews, and using simulation modeling tools.
  • Strong understanding of airport ground transportation systems, including landside planning, curbside operations, capacity management, and traffic flow.
  • Proven ability to manage complex projects involving multiple stakeholders, including government agencies, transit providers, and private operators.
  • Excellent problem-solving and decision-making skills, with a track record of building consensus and driving action in customer-centric environments.
  • Ability to obtain and retain Transportation Security Clearance at the designated level for the position
