About the Position

The London Police Service (LPS) is seeking an experienced and strategic executive to serve as Chief Administrative Officer (CAO). Reporting directly to the Chief of Police, the CAO provides executive oversight of all Corporate Services divisions, including Financial Services, Human Resources, Fleet, Facilities, Strategic Services, Information Technology, and Corporate Support and Continuous Improvement.

As a key member of the senior leadership team, the CAO plays a vital role in advancing the organizational mission by driving administrative excellence, operational efficiency, and alignment with strategic priorities. The CAO supports the Chief of Police and London Police Services Board (LPSB) through expert advice, innovative solutions, and high-impact leadership that enhances performance across the Service.

While the terms and conditions of the CAO’s employment are governed by an individual contract of employment with the LPSB in accordance with Section 220 of the Community Safety and Policing Act, 2019 , the position is under the authority and direction of the Chief of Police. Meeting the statutory requirements for exclusion, the individual who occupies this role will not be covered by the collective agreement between the Board and the Association for any purpose.

Key Responsibilities

  • Lead strategic and operational planning for Corporate Services, ensuring effective alignment with the LPS’s long-term goals.
  • Oversee budgeting, financial planning, resource allocation, and the development of multi-year financial strategies.
  • Provide executive direction to the Finance Division, ensuring fiscal discipline, strong financial controls, and adherence to accounting standards.
  • Collaborate with senior leadership on policy implementation and procedural improvements that support operational effectiveness.
  • Oversee large-scale IT and technology transformation initiatives, ensuring alignment with organizational strategy and driving innovation, modernization, and operational efficiency.
  • Serve as the primary liaison to the LPSB on financial and administrative matters, including the preparation of reports, presentations, and recommendations for Board committees.
  • Lead human resources administration, ensuring compliance with legislation, employment standards, and Board policies.
  • Support the employer’s collective bargaining process by providing advice with respect to bargaining proposals and the costs associated with various collective bargaining outcomes.
  • Membership on the LPSB collective bargaining committee(s).
  • Oversee the management of police facilities and administrative infrastructure, including procurement, maintenance, and capital projects.
  • Drive organizational development through continuous improvement initiatives, innovation, and performance evaluation.
  • Provide strategic counsel to the Chief of Police on risk management, resource optimization, and service delivery improvements.

With a strong understanding of governance frameworks, they are adept at working effectively with executive teams and oversight boards. The successful candidate will possess excellent interpersonal and communication skills, enabling them to build meaningful relationships with diverse stakeholders, including elected officials, community partners, and internal teams. They will have a proven track record of driving innovation, building high-performing teams, and leading change in complex and dynamic environments.

Minimum Eligibility Qualifications and Requirements

  • The ideal candidate should possess a Bachelor's degree in Business Administration, Public Administration, or a related field. Additionally, a post-graduate degree or professional designation, such as an MBA, MPA, CHRP, CPA, or CFA, is required.
  • A minimum of 10 years of progressive experience in administrative leadership, with at least 5 years in a senior executive role, ideally within a policing, public sector, or similarly regulated environment.
  • Demonstrated expertise in strategic planning, technology, financial management, collective bargaining, human resources, risk oversight, and performance improvement.
  • A high degree of integrity, adaptability, and commitment to transparency and accountability.
