Project Overview Bechtel is appointed as the Delivery Partner, supporting our customer Metrolinx as part of an integrated team, to help deliver the signature Ontario Line Subway Project, a transformational transit project for the Greater Toronto Area. The multi-billion-dollar project scope includes the design, build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two Public/Private Partnership (P3) Contractors, two Progressive Design Build Contractors and multiple advanced/early works contractors.

Job Summary In this cost analyst role, you will be responsible for estimating, analysis and control activities for a large scale project on the Ontario Line Program with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.

Major Responsibilities

  • Assists in preparing cost data and analysis for the elevated guideway and station package under supervision from a Lead Cost engineer.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
  • Develops and applies unit rates (cost and job hours) to quantify takeoffs and to otherwise developed quantities within a discipline or other specialty as presented by the tunnel and trackwork contractors.
  • Prepare and coordinate monthly invoices and cost reports Investigates the requirements for estimating and/or cost control data for a specific discipline/other specialty application.
  • Performs routine cost estimating, analysis, and control activities, as directed
  • Supports the implementation of cost monitoring and control standards, techniques, systems, and reports
  • Assists with budget allocation and reporting/cost control for specific construction discipline or group of disciplines
  • Prepares cost data for proposals or contracts
  • Coordinates the development and accuracy of cost reports
  • Verifies consistency with previous reports to ensure compatibility and consistency
  • Prepares specific budgets in accordance with prescribed standards and procedures
  • Collects and classifies cost data
  • Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines
  • Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons

Education And Experience Requirements

  • Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
  • Experience performing statistical analysis, and computer operations, or skilled in understanding technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.

Required Knowledge And Skills

  • Knowledge in the use of computers for executing work processes.
  • Basic level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
