The Student Recruitment & Enrolment Manager reports to the Associate Director, Recruitment & Enrolment Management and provides leadership and operational oversight for the recruitment team, ensuring data-driven, regionally targeted, and student-centered recruitment efforts. This role is responsible for the development, implementation, and evaluation of effective recruitment strategies that align with institutional enrolment goals, student engagement initiatives, and cross-departmental collaboration efforts.

This position works closely with the Advising Team Lead to ensure a seamless alignment between education planning, recruitment, admissions, and faculty. The Manager will lead a team of Future Student Advisors (Student Recruitment Officers), Enrolment Assistants, and a Digital Engagement Coordinator, ensuring a seamless integration of outreach, digital engagement, and community partnerships to strengthen OC’s recruitment pipeline. The role also serves as the primary liaison between the recruitment team, education planning advisors, academic departments, admissions, institutional research, and external stakeholders to maximize prospective student engagement and improve applicant-to-enrolment conversion rates.

Functions and Duties

1. Leadership & Team Development

  • Provides mentorship, performance management, and professional development support to Future Student Advisors, Enrolment Assistants, and other team members as required.
  • Leads regular team meetings to review recruitment objectives, regional strategies, and CRM engagement insights.
  • Oversee territory-based recruitment planning, ensuring balanced coverage of high schools, mature learners, and community engagement initiatives.
  • Fosters a collaborative and high-performing culture, encouraging cross-functional coordination between recruiters, EPAs, and institutional partners.
  • Meets regularly with the Associate Director, Recruitment & Enrolment to ensure overarching alignment and support.

2. Strategic Recruitment & Enrolment Planning

  • Develop, implement, and evaluate targeted recruitment strategies that align with OC’s Strategic Enrolment Plan.
  • Works closely with the SEM team, Data-Analytics-Reporting (DAR) Team- and program offices to establish realistic enrolment targets and ensure planning is designed around those targets.
  • Utilize CRM analytics, heatmaps, and predictive enrolment models to optimize recruitment activities and track conversion rates.
  • Establish KPIs and performance benchmarks to assess the effectiveness of recruitment initiatives.
  • Adjust strategies based on territory performance reviews and student engagement trends.

3. High School & Community Engagement

  • Oversee regional recruitment efforts, ensuring FSAs collaborate effectively with Education Planning Advisors (EPAs) to support high school outreach.
  • Strengthen relationships with school districts, career counselors, Indigenous communities, and industry partners to expand OC’s recruitment reach.
  • Collaborate with the Advising & Enrolment Team Lead to coordinate Dual-Credit collaborations with the regional school districts.
  • Stand as a member of the Dual Credit Task Force in support of streamlined communication and student/parent/counselor support.
  • Support FSAs in organizing high school visits, student workshops, and recruitment fairs, ensuring strategic alignment with enrolment goals.
  • Develop mature learner recruitment strategies, including corporate engagement and “Return to Learn” information sessions.

4. CRM**-Driven Digital Engagement & Automation**

  • Collaborate with the Digital Engagement Coordinator to optimize HubSpot CRM engagement tracking, automation workflows, and lead scoring.
  • Work with the Digital Engagement Coordinator to design and implement personalized email nurture campaigns to increase applicant yield.
  • Partner with College Relations to coordinate geo-targeted digital outreach campaigns for regional recruitment.

5. Stakeholder Engagement & Service Excellence

  • Facilitate monthly coordination meetings between Recruitment, EPAs, DAR, Admissions, and Academic Departments to ensure streamlined student support.
  • Serve as the primary point of contact for faculty and program areas to share field insights on prospective student interests and recruitment trends.
  • Partner with the Data Analytics & Reporting team to analyze recruitment effectiveness and forecast enrolment trends. In support of enhanced Strategic Enrolment Management processes and planning.
  • Work closely with Continuing Studies and Employer Relations to enhance workforce pathways and mature student recruitment efforts.

6. High-Impact Recruitment Events & Community Engagement

  • Oversee planning, scheduling and execution of Experience OC, Open Houses, Parent & Guardian Info Nights, and Indigenous recruitment events.
  • Strengthen community-based recruitment efforts, including industry partnerships, career expos, and mature learner engagement initiatives.
  • Ensure recruiters effectively track post-event engagement and coordinate timely follow-ups through CRM automation.

7. Financial Oversight

  • Manage the recruitment budget, ensuring efficient allocation of funds for territory-based travel, event execution, and digital outreach campaigns.
  • Provide annual resource planning recommendations to enhance recruitment capacity and technology integration.

8. Continuous Improvement & Innovation

  • Stay informed of emerging trends in post-secondary enrolment, student recruitment, and digital engagement best practices.

  • Implement new tools, technologies, and strategies to enhance student engagement, reduce conversion gaps, and improve recruiter efficiency.

  • Gather and analyze stakeholder feedback to refine recruitment approaches and address prospective student barriers to enrolment.

Education and Experience

  • Bachelor’s degree in business administration, Marketing, Public Relations, Education, or a related field.

  • Minimum 5 years of leadership experience and 5 years in a relevant position including student recruitment, sales management, enrolment management, or admissions.

  • Proven expertise in data-driven recruitment strategies, CRM automation, and student engagement best practices.

  • Experience leading high-impact recruitment events, community outreach, and cross-functional collaboration initiatives.

  • Familiarity with territory-based recruitment models, Indigenous outreach strategies, and mature learner engagement best practices.

  • A combination of education and experience will be considered.

Skills and Abilities

  • Strong leadership, mentorship, and coaching abilities.

  • Proficiency in CRM systems (HubSpot or equivalent) and data analytics tools.

  • Exceptional strategic planning, project management, and organizational skills.

  • Excellent communication, public speaking, and stakeholder engagement abilities.

  • Ability to analyze enrolment data, recruitment effectiveness, and student engagement metrics to guide decision-making.

  • Experience managing budgets, resource planning, and ROI analysis for recruitment activities.

  • Demonstrated ability to exercise sound judgment, conflict resolution and discretion when handling confidential information, etc.
