Position Overview:
Reporting to the Manager of Planning & Development, the Safety Codes Officer is responsible for ensuring the provision of a full range of Safety Codes services and administration under the building discipline. As a member of the Planning & Development Team at the Town of Canmore (“Town”), this position ensures that construction takes place in accordance with the Alberta Building Code, Safety Codes Act, Quality Management Plan, Building Permit Bylaw, and other relevant policies and standards.
Core Accountabilities:

Has extensive knowledge and judgement to explain and apply the Alberta Building Code, Safety Codes Act, Building Permit Bylaw, Quality Management Plan and other relevant municipal policies and standards through frequent interactions with the public
-
Reviews and issues Building Permit applications. This will be done by assessing compliance with the Building Code, bylaws, regulations, and other municipal standards.

Coaches applicants how to resolve issues related to a particular permit application and follow up on conditions and notices to ensure any deficiencies are corrected
-
Inspect all scales and types of buildings on a regular basis to ensure compliance, which includes the authority to withhold, suspend, revoke, and extend permits through existing processes

Consults with, or assist other municipal business areas, provincial authorities, and associations regarding complex information.

Creates and inputs relevant data, reports, correspondence and permits into Cityview and other data management systems
-
Provides guidance and advice on building codes and regulations to contractors, designers, developers, and citizens; educate on safety codes, and foster relationships with external stakeholders to enhance the Town's reputation and service quality
-
Inspects projects to ensure they meet safety codes standards, participate in safety training and meetings, and maintain environmental protection practices during assigned tasks

Schedules and conduct inspections with builders and applicants
-
Investigates complaints of non-compliance with the Safety Codes Act and conduct enforcement action as required.

Reviews and optimizes system processes on an ongoing basis
-
Provides information to the general public, Administration, Provincial & Federal Agencies, and other municipalities as appropriate
-
Ensures compliance with and enforcement of provisions of the Alberta Building Code, Safety Codes Act, Building Permit Bylaw, and other relevant municipal policies and standards
-
Where violations occur, enforces compliance with the provisions of the Safety Codes Act
-
Helps and liaises with other departments on specific projects as required
-
Is proficient with CityView software and Microsoft Office 365
-
Is current with industry best practices and how to adapt them to our organizational, community, and business environment
-
Ensures that established policies and procedures are followed for safety and customer service
-
Anticipates sensitive issues and plans an appropriate strategy
Education & Qualifications:
-
Journeyman carpenter, plumber, electrician, sheet metal worker or bricklayer certification recognized in Alberta OR two-year technology diploma in a related field or equivalent recognized in Canada OR engineering or architecture degree recognized in Canada – required
-
Registered Building Safety Codes Officer in the Province of Alberta having completed “Residential”, “Part 9”, and “Part 3”, and “HVAC-all” or equivalent certification through the Safety Codes Council – required
-
Alberta Class 5 driver’s license – required
Experience:
-
3 or more years related work experience in the building and construction industry, preferably as a Safety Codes Officer, with continuous learning and career progression – required
-
Experience in a municipal setting – preferred
-
Experience handling professional calls – required
-
Advanced proficiency with Microsoft office programs (particularly Excel), with the ability to independently create and edit a variety of documents and spreadsheets – required
-
Demonstrated strength in analytical and mathematical tasks – required
-
Organizational habits to understand, realistically plan for and meet deadlines, while adapting to changing demands and priorities – required
-
Effective communication skills in English – demonstrated listening, negotiation, written, and oral abilities – required
-
Intermediate to advanced computer skills, including MS Office Suite, basic mapping/GIS knowledge – required
-
Experience in reviewing and processing Building Permit applications, and interpreting and applying Safety Codes legislation and regulations – required

Organizational habits to understand, realistically plan for and meet deadlines, while adapting to changing demands and priorities – required
Salary & Benefits:

Pay Range- $48.74 to $51.45 per hour to start. Compensation will be calculated based on the successful candidate’s related work experience and education
