JOB SUMMARY:
The Lead is responsible for supporting the Manager in delivering one or more project/program/operational plans. The Lead is also responsible for oversight of the delivery of the services to ensure value is being delivered and that there is a focus on continual improvement. As part of this role, the Lead acts as a subject matter expert and may take on more complex work in developing plans and deliverables, deploying resources, and interacting with key internal partners. Subject matter expertise includes learning and development, knowledge management, and change management practices with a focus on digital, data and technology.
DUTIES:
Under the general direction of the designated supervisor, and working within a team structure, this position is responsible for:
- Serve as the learning and organizational development subject matter expert and key point of contact for building digital skills and capabilities for TPL staff.
- Is responsible for formulating multi-level (department, division and organization) learning strategies/plans and designs, implements, and maintains relevant course content and programs that foster employee engagement, professional development, and continuous improvement with efficiency and user experience top of mind
- Work with Public Service leadership the ensure the established core digital competencies are updated based on changing needs and that the Digital Literacy Staff Resources are kept current and added to based on the identified needs.
- Engage and collaborate with Information & Technology Services leadership, business portfolio leadership team and appropriate stakeholders to develop, execute and evaluate annual learning, and development plan(s) including online learning programs based on key performance indicators
- Design, procure, and coordinate appropriate learning & development initiatives based on identified needs, and manage relationships with internal subject-matter experts and external organizations as needed to ensure the delivery of appropriate learning & development experiences
- Work with Information and Technology Services to ensure the creation of data and technology job aids for TPL user community
- Lead the design of needs assessments, the development of processes, and the evaluation of program effectiveness
- Create data management approaches to assist in the continuous improvement of training products and services
- Collaborate/engage closely with TPL’s staff learning and development team to ensure digital enablement is aligned with TPL’s learning and development strategy and the enterprise learning management system is leveraged
- Support as required career path development and planning, identifying relevant digital competencies
- Champion the Digital Strategy and support any change management efforts required to foster a “digital by default” culture
- Develop and maintain a knowledge management framework and system so that the knowledge documents and information can be stored, searched, and retrieved efficiently and effectively.
- Consolidate all current documentation and translate it to a consumable and searchable format if necessary.
- Provide internal training and consulting on knowledge management concepts and methodologies
QUALIFICATIONS:
- Completion of Post Secondary education (diploma/degree) or equivalent ten (10) years’ related experience. Adult education certification is an asset
- More than five (5) years of related experience in instructional/curriculum design and eLearning design and development
- A Minimum of two (2) years in a leadership role with a working knowledge of change management and project management
- Experience using eLearning application/development tools to develop eLearning programs and learning management systems
- Excellent oral and written communication skills with the ability to effectively communicate technical concepts to non-technical people
- Strong facilitation skills (in person and virtual) related to delivering learning and organizational development initiatives
- Proven ability to think conceptually, understand the big picture and convey clearly to others
- Strong organizational, time management, prioritization, and planning skills
- Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods
- Proven ability to lead and to supervise staff, with experience developing and fostering teamwork and facilitating team dynamics.
- Ability to establish and maintain effective working relationships at all level
