This role sits within Laurentian Bank. The position is based in Toronto or Montreal.

Reporting to the Chief Anti-Money Laundering Officer (CAMLO), the incumbent is responsible for delivering Anti-Money Laundering/Terrorist Financing (AMLTF) compliance leadership throughout the organization, by ensuring healthy governance regarding the implementation of the AMLTF Program. The incumbent is responsible for leading and overseeing the development of cohesive risk-based methodologies, structures, processes, and other key control elements through which the Bank manages and mitigates AMLTF Program compliance risk.

Key Responsibilities

  • Leads and supervises the establishment of clear lines of responsibility and governance structures across the enterprise to manage AMLTF Program compliance risk.
  • Develops and oversees related training requirements across the enterprise as a medium to educate stakeholders on expectations required from them; this includes assessing training needs based on AMLTF Program responsibilities across all lines of defence and the Board of Directors.
  • Guides the identification of applicable regulatory requirements across jurisdictions in which the Bank operates (e.g. laws, rules, regulations and prescribed practices; also referred to as “AMLTF Program Universe”).
  • Oversee and maintain the Regulatory Watch processes for the AMLTF Program.
  • Develops and manages the AMLTF Framework policies applicable enterprise-wide, as well as related policies, standards, procedures, guidelines, job aids, and methodologies.
  • Assists with the execution of the Enterprise Wide AMLTF Program Risk Assessment (EWRA) to identify, risk assess, communicate, effectively manage and mitigate AMLTF Program risk and maintain knowledge of applicable regulatory requirements; this includes change management procedures to ensure the information is updated to reflect new and changing regulatory requirements and changes to products, services, strategic plans and distribution channels.
  • Assists the CAMLO by coordinating and maintaining oversight of liaisons with regulatory authorities.
  • Assists the CAMLO with reporting to various levels of management and the Board to clearly communicate the regulatory risks and the adequacy of key controls to manage those risks; reporting should include a methodology to facilitate the aggregation of AMLTF Program risks;
  • Ensures CAMLO office reports provide assurance that sufficient pertinent and verifiable information about the adequacy of, adherence to and effectiveness of the AMLTF Program is communicated on a timely basis to senior management and other individuals with AMLTF Program responsibilities.
  • Ensures drafting of various regulatory compliance reports for management and regulatory authorities, including working with the Assistant AML Officers (ACAMLOs), AVP Regulatory Compliance Program on the quarterly consolidated Chief AML Officer and Chief Compliance Officer reports.
  • Assists in the coordination and remediation of AMLTF Program deficiencies identified by regulators, second line of defence testing, Internal Audit and other examiners.
  • Applies broad industry knowledge and business acumen to drive ongoing regulatory compliance and advocate for operational efficiencies and simplification.
  • Oversees a team of AMLTF Lead Advisors to deliver advisory and monitoring support to the Assistant AML Officers (ACAMLO’s) and lines of businesses.
  • Develop and oversee a compliance program for FATCA / CRS compliance.
  • Assists the CAMLO in the development and execution of strategic priorities and AML Roadmap and acts as an integrator in prioritizing strategic initiatives.
  • Directs the resolution of highly complex or unusual business problems applying advanced critical thinking.
  • Develops and maintains effective and collaborative working relationships with the Regulatory Compliance teams, 1B ACAMLO teams, lines of business, Internal Audit, Legal Affairs, risk, corporate functions, senior management and stakeholders.
  • Foster and maintain a positive team culture translating into strong Employee Engagement Scores; and
  • Acts as Deputy Chief AML Officer including executing CAMLO duties as and when delegated by the CAMLO.

Qualifications

  • University degree in an appropriate field and/or at least 10 years' experience, including 3 in a management role.

  • Member of the Bar or legal experience or certification(s)/designation(s) preferred in related area (CPA, CA, MBA or equivalent) preferred.

  • Experience in a compliance role, especially as regards the Proceeds of Crime (Money Laundering) and Terrorist Financing Act the Bank Act, Sanctions regulations, and Anti-bribery/ Anti-Corruption. Other experience with the Bank Act, the Personal Information Protection and Electronic Documents Act, the Consumer Protection Act also considered an asset.

  • Strong preference will be given to candidates with experience within banking, financial institutions and regulatory compliance.

  • Experience with regulatory bodies such as FINTRAC, OSFI, FCAC, IIROC and MFDA and insight regarding the regulatory environment and regulator expectations.

  • Experience in preparing and drafting reports for senior management;

  • Strong analytical and synthesis skills.

  • Business-oriented collaborative leadership and stakeholder management skills.

  • Excellent spoken and written communication skills.

  • High level of critical and logical thinking, analysis, and/or reasoning to identify and aggregate underlying principles, reasons, or facts.

  • Able to work well under pressure and meet set deadlines.

  • Attention to detail in all areas of work.

  • Excellent management skills and organizational and presentation skills.

  • Bilingualism* (French and English) is required.

  • Professional working proficiency in French and English languages required as position involves frequent written and oral communication on complex matters with internal and external parties in both languages.
