Responsibilities PRIMARY PURPOSE

Provides day-to-day oversight of the learning and development (L&D) program for the TransLink enterprise, including all aspects of digital learning and learning measurement. Collaborates with the Manager development of L&D program strategies that support the Manager’s broader strategies for the department and also address enterprise business requirements. Implements approved strategies, and also develops, recommends and implements policies, practices, processes and systems; identifies and monitors enterprise KPI’s. Plans and oversees external consultants in the delivery of L&D program elements, and supervises internal resource(s).

Key Accountabilities Collaborates with the Manager in development of L&D program strategies that support the Manager’s broader strategies for the department and also address enterprise business requirements. Implements approved strategies, and also develops, recommends and implements policies, practices, processes and systems; identifies and monitors enterprise KPI’s.

Acts as a change agent in moving the organization toward a learning culture. Leads assessment of organizational learning needs, identifying and analyzing learning trends, patterns and gaps at all levels, and establishes optimal approach and methods to address requirements while also ensuring alignment to L&D program strategies.

Partners with other HR practitioners to support work with executives, business leaders and other stakeholders. Works collaboratively to develop tailored learning strategies and interventions in support of desired performance or business objectives. Provides coaching on implementation and sustainment of tailored learning initiatives.

Leads and provides guidance in instructional design methods, content development, implementation and evaluation of enterprise learning solutions; includes design, development and maintenance of in-house training programs. Develops corporate adult learning principles, instructional design theory, and standards.

Oversees L&D program delivery, ensuring compliance with practices and standards, quality assurance, optimized value, and integration across enterprise training functions. Leads post-implementation assessment of L&D return on investment and learning sustainment.

Provides expertise and technical consultation, training and support on the enterprise learning management system (LMS) and other learning technologies. Provides guidance and expertise on eLearning solutions and best practices. Ensures learning content aligns with eLearning standards and supports compatibility with the LMS.

Plans and oversees the work of external consultants, ensuring assignments support L&D program strategies and are aligned to the broader goals of the department and the enterprise. Monitors consultant outputs for quality and compliance, ensuring results meet specified standards and requirements.

Participates as a member of the eLearning Governance Committee, providing guidance and expert knowledge and implementation support for the maintenance and improvement of governance decisions.

Proactively researches and maintains awareness of best practice, trends, and methods; develops and maintains a clear understanding of TransLink’s strategic and operational priorities, including the climate and culture; provides related recommendations to optimize learning programs and services. Identifies opportunities to leverage technology, online resources, or specialized tools.

Supervises reporting staff, including selection, development, coaching, managing performance, assigning/reviewing work and all other people management practices. Emphasis is on ensuring staff are fully trained, and resourcing levels are effectively leveraged across areas of accountability.

Qualifications EDUCATION AND EXPERIENCE

The requirements for this job are typically acquired through a degree in a related discipline, and six years of organizational development experience at progressive levels of responsibility, with a focus on learning and development. Also requires Provincial Instructor Diploma; Certified Training & Development Professional (CTDP) or equivalent. Master’s degree is preferred, and a background in culture and project change management is an asset.

Other Requirements Advanced knowledge of the concepts, principles, practices and techniques of learning, particularly in the context of adult learners, with demonstrated ability in building learning strategies and developing related standards, practices and measures, and with expertise in instructional design and learning methodologies

Advanced interpersonal and communication skills to provide consultation, advice and technical expertise to executives, business leaders, and stakeholders on learning interventions and tailored learning strategies

Solid planning and organizational skills with ability to lead L&D program development and implementation

Solid problem solving and decision making skills to deal with obstacles during program development and implementation

Solid research and analytical skills to conduct needs assessments, and identify best practice trends and methods

Solid leadership, development and team building skills to perform the full scope of supervision with reporting staff, and oversight of external consultants

Working knowledge of enterprise authoring tools (Adobe Captivate and/or Articulate Storyline); and familiarity with video and audio production and graphic design, including Camtasia and Adobe Creative Suite is an asset

Other Information Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule 37.5 hours per week.

Work Designation Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay The salary for this position ranges from $89,600 - $134,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
