Main Purpose and Function
The Street Use Inspector is responsible for administering, inspecting, and regulating the City of Vancouver Street Use Programs within the Street Use Management branch. The Street Use Inspector is responsible for conducting on-site inspections, encouraging compliance with program rules and regulations, processing and issuing permits, responding to public inquiries and complaints, producing and maintaining reports and records, and supporting other branch requirements as directed by a Project Manager II in Street Use Management.
Specific Duties and Responsibilities

Conducts field inspections to assess compliance with Street Use Program requirements, permit terms and conditions and relevant City bylaws. Completes field reports and drawings as required to document inspections.

Reviews permit applications in a variety of Street Use Programs for compliance with program guidelines, policies and bylaws.

Educates and enforces bylaws and program regulations through written correspondence, direct engagement with businesses, individuals, and impound non-compliant goods or furniture when appropriate.

Processes and issues permits in accordance with program guidelines, bylaws and established branch procedures.

Maintains accurate records and information for Street Use Programs. Ensures all permits, agreements, billing and relevant information are properly documented and stored.

Investigates and responds to a variety of complaints and public inquiries about the Street Use Programs.

Performs research, collects program data, gathers feedback from stakeholders, analyzes information, and presents findings to inform improvements to the Street Use Programs.
-
May supervise and oversee the work of other junior staff to ensure quality and consistency.

Other duties / responsibilities as assigned.
Qualifications
Education and Experience:
-
Completion of Grade 12 supplemented by courses in commercial subjects. Considerable clerical related experiencing including experience in dealing with the public in a regulatory environment or an equivalent combination.

A current and valid BC driver's license is preferrred.
Knowledge, Skills and Abilities:
-
Thorough knowledge of bylaws and procedures governing departmental activities.
-
Working knowledge of software applications and databases such as Microsoft Office Suite and POSSE.
-
Ability to perform elementary drafting tasks, including ability to use AutoCAD at a basic level.
-
Ability to establish and maintain effective working relationships with a variety of internal and external contacts and to exercise tact and good judgement in dealing with others.
-
Ability to resolve conflicts, including navigating challenging interactions with members of the public in a professional and constructive manner.
-
Excellent written and verbal communication skills, including interacting with the public through phone, email and in person.
-
Ability to work independently, prioritizing a variety of tasks effectively and efficiently, and manage change in a dynamic work environment in which priorities and directions may shift.
-
Ability to work well in a team environment with little or no supervision and meet tight timelines in a multitask environment.
-
Ability to perform research, collect data, analyze information and clearly present findings.

Familiarity with the City's street system, transportation policies, safety procedures and handling payments.

Ability to read and interpret engineering drawings, including determining property lines
-
Excellent organizational skills.

Ability to perform a variety of clerical tasks related to municipal engineering work, and ability to work outdoors in inclement weather.

Ability to meet transportation requirements
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
