About the role

The Co-op Refinery Complex (CRC) is hiring a Lead Process Safety Engineer, PHA on a permanent basis on our Process Safety team in Regina, SK.

We are seeking an experienced engineer to help lead and advance our Process Safety Management and Risk Management programs. What you’ll do:

  • Lead the development, implementation, and continual improvement of CRC’s Process Safety Management (PSM) and Operational Excellence Management Systems (OEMS), ensuring they meet corporate goals, regulatory requirements, and industry best practices.
  • Plan and facilitate detailed Process Hazard Analysis (PHA) studies of various scope and complexity, including Hazard Identification (HAZID), What-If, Hazard and Operability (HAZOP), and Layer of Protection Analysis (LOPA) studies, ensuring risks are thoroughly identified, safeguards are evaluated, and recommendations are properly documented and implemented.
  • Guide the collection, verification, and maintenance of Process Safety Information (PSI), including drawings and process data, to optimize PHA studies and streamline safety processes.
  • Design, build, and maintain CRC’s Risk Management Process by developing risk assessment methods, facilitating workshops, establishing risk ranking systems, and monitoring emerging risks across operations.
  • Support the training of others in PHA methodologies, including the development of a training matrix and competency assessments.
  • Collaborate closely with Project Engineering, Process Engineering, Major Projects, Process Operations, and Maintenance teams to ensure process safety requirements are fully embedded into project designs, operating procedures, maintenance procedures, and equipment specifications.
  • Actively participate and support other PSM programs such as incident investigations, management of change, pre-start-up safety reviews, and procedural compliance.
  • Collaborate with cross-functional teams to support the development, implementation, and continual improvement of the CRC’s Operational Excellence Management System (OEMS), enhancing safety, reliability, environmental performance, and product quality.
  • Plan and conduct OEMS and PSM audits, assurance reviews, and self-verifications. Identify program gaps, evaluate effectiveness, and develop improvement plans that reduce operational risk.

The Team: You will oversee, guide, and mentor three (3) Process Safety Engineers and three (3) Process Safety Advisors and will report to the Process Safety Superintendent. You will foster a team environment that strives for cross-functional collaboration, structured risk-based approaches, effective problem-solving, and continuous improvement.

Who you are:

You are looking for a career in process safety engineering and:

  • Are interested in leading a team
  • Have 10+ years in industrial operations, process, maintenance, or engineering design, preferably in upgrading, refining, or petrochemical operations.
  • Have a bachelor’s degree in engineering and are a registered P.Eng (a combination of relevant education and experience may be considered)
  • Are experienced with the development, implementation, and continual improvement efforts of Process Safety and Operational Excellence Management Systems.
  • Have demonstrated risk analysis capabilities, are proficient with various PHA techniques (HAZID, What-if, HAZOP, LOPA, etc.) and have working knowledge of upgrading, refinery or petrochemical operations.
