About the role

Pension and Benefits Administrator

Reporting to the Manager, Payroll, Pension and Benefits the Pension and Benefit Administrator plays a pivotal role in the Human Resources department, acting as the subject matter expert for all pension and benefit-related matters at Niagara Parks. This position is responsible for ensuring the smooth operation, compliance, and administration of both defined benefit pension plans and group benefits, with a strong focus on accuracy, confidentiality, and exceptional customer service. The incumbent will also support the ongoing development and implementation of procedures that enhance the effectiveness of benefit delivery and align with organizational objectives.

Niagara Parks offers an annual salary range of $63,727.53 to $76,136.23 for this position as well as comprehensive benefits and a defined benefit pension plan.

QUALIFICATIONS

  • Completion of post-secondary education specializing in Human Resources and or equivalent experience.
  • Certified Employee Benefit Specialist designation (CEBS), and/or Certified Human Resources Professional or Leader (CHRP/CHRL), considered an asset.
  • Minimum 3-5 years progressive experience in benefits administration with a requirement to have administered defined pension plans, ideally within a public sector and/or unionized environment.
  • A demonstrated ability to interpret and apply related legislation, plan documents, and collective agreements is essential.
  • Experience in developing or working within databases and strong analytical and problem-solving skills, with meticulous attention to detail is required.

KEY ACTIVITIES

  • Manage the defined pension and benefit programs and services for all groups across Niagara Parks.
  • Serve as the primary contact for employees regarding pension and benefit related inquiries, providing information, guidance and assistance on plans eligibility and enrolment procedures.
  • Process benefit enrolments, changes and terminations accurately and in a timely manner, ensuring compliance with Plan documents and eligibility requirements. .
  • Complete Pension and Benefit enrolments and changes with the respective defined benefit (DB) plans (OPSEU Pension Trust and Ontario Pension Board) in accordance with Pension plans.
  • Ensure DB and benefit plan processes are administered according to plan provisions and guidelines.
  • Maintain DB pension and benefit records by developing recordkeeping systems; prepare and distribute reports.
  • Carry out quality assurance reviews of related data to ensure accurate files.
  • Provide customer service answering direct inquiries (phone, email, web, written) independently to plan members, pensioners, survivors, other beneficiaries and third parties.
  • Guide employees through the maternity/parental leave process, including eligibility, documentation, and benefit continuation.
  • Act as the point of contact for initiating the retirement process.
  • Work with Pension Boards with service and earnings requests for buy back and retirement.
  • In consultation with the Manager, Payroll, Pension and Benefits ensure compliance with regulatory requirements as they pertain to the pension and benefit programs. Assess the impact of regulatory changes on programs and recommend/implement any necessary modifications.
  • Investigates inquiries and follows up with insurance carriers, Pension boards and external agencies to ensure timely administration of employee claims and ensuring optimization of vendor portals.
  • Uses data to monitor trends and recommend initiatives, Benefit plan changes, vendor changes to improve the Pension and Benefits offerings.
  • Tracks, reconciles and prepares billing for OPT, OPB and Canada Life monthly accounts, including LTIP and Buy Back invoices.
  • Develops workflow and forms for utilization to optimize and streamline existing processes.
  • Assist with bi-weekly payrolls including salary administration, reclassifications, group insurance deductions, Pension/Benefit contributions,
  • Assists payroll with the implementation of the terms of three Collective Agreements as it relates to Pensions, Benefits and Payroll
  • Provides back-up to Payroll Administrator on all functions of payroll processing
