We are accepting applications for a permanent full-time Procurement and Risk Specialist (Specialist) to join our team. Reporting to the Manager of Procurement, the Specialist plays a critical part in leading and supporting complex procurement initiatives across the organization while proactively identifying and mitigating associated risks. As a key member of the team, the Specialist provides expert guidance on procurement practices, manages processes for specialized goods and services, and contributes to the ongoing development of procurement systems and vendor performance strategies. The Specialist ensures compliance with all relevant legislation, trade agreements, and CVRD bylaws through sound procurement practices and effective stakeholder engagement.
The primary responsibilities of this role include:
Supporting the planning, development, and execution of complex procurement processes, including high-value tenders, requests for proposals (RFPs), and service agreements, ensuring compliance with relevant legislation, policies, and audit standards.
Providing expert advice to departments on procurement methods and contract management, including guidance on risk mitigation strategies, evaluation frameworks, and the selection of appropriate procurement approaches.
Preparing, issuing, and managing formal procurement documentation, and facilitating evaluation processes and contract negotiations for complex and high-risk projects.
Evaluating procurement related risks and insurance needs, ensuring that appropriate legal and contractual terms are included in procurement documents in accordance with legislation and CVRD policy.
Monitoring vendor and contract performance, addressing post-award issues such as non-compliance, and collaborating with internal stakeholders to resolve concerns effectively.
Maintaining thorough and accurate contract records, supporting compliance by actively tracking milestones, contract renewals, and amendments.
Contributing to the development and ongoing improvement of procurement policies, procedures, templates, and systems to enhance efficiency and consistency across the organization.
Acting as a primary point of contact in vendor communications and negotiations, representing CVRD in managing complex vendor relationships and leading vendor performance assessments.
Providing mentoring, training, and technical support to procurement technicians and other staff engaged in procurement activities.
Conducting research and market analysis to support strategic sourcing decisions, procurement planning, and assessments of value for money.
Preparing reports, metrics, and dashboards to inform decision-making and supporting the Manager of Procurement with updates to senior leadership and the Board on procurement performance and activity.
Assisting in developing and delivering training sessions, tools, and templates to support departmental staff involved in procurement activities.
Our ideal candidate is:
Strong expertise in purchasing and supply management principles, contract law, risk management, bonding, insurance, and applicable government legislation related to public procurement.
Knowledge of the Freedom of Information and Protection of Privacy Act (FOIPPA) with respect to procurement documentation and confidentiality requirements.
Completion of a diploma of over two years up to three in business administration, supply chain management, finance, or a related field, along with over four years, up to five of progressive experience in public sector procurement, including managing complex projects and applying best practices. An equivalent combination of education and experience may be considered.
Completion of a recognized procurement certification (e.g., PSPP, SCMP, CPPB, CPPO).
Comprehensive understanding of public procurement practices, trade agreements such as the Canadian Free Trade Agreement (CFTA), New West Partnership Trade Agreement (NWPTA), Canada-Europe Union Comprehensive Economic and Trade Agreement (CETA), and relevant municipal procurement legislation.
Advanced familiarity with standard procurement and construction contract templates, including Master Municipal Construction Documents (MMCD) and Canadian Construction Documents Committee (CCDC) formats.
Proven ability to lead interdepartmental evaluation teams through complex bid reviews and provide well-founded recommendations on specialized procurement matters.
Skilled in interpreting, applying, and advising on procurement policies and procedures effectively.
Strong negotiation and communication skills, capable of leading procurement processes and developing sourcing strategies that achieve optimal value.
Excellent interpersonal and customer service abilities, focused on fostering trusted advisory relationships with both internal and external stakeholders.
Highly organized with exceptional time management, adept at balancing multiple priorities simultaneously.
Advanced proficiency in Microsoft Office Suite, particularly in Excel for data management and reporting, alongside strong skills using Explorer, SharePoint, and procurement or ERP platforms (e.g., BidsandTenders, BC Bid, Vadim).
Exceptional written and verbal communication skills, with experience preparing clear, concise reports, contracts, and procurement documentation.
Consistently demonstrates ethical behavior, professional discretion, and accountability in all procurement activities.
A valid BC Class 5 driver’s license is required for this role. Successful candidates will be required to consent to a Canadian Criminal Record Check (including vulnerable sector search if applicable).
This is a CUPE Local 556 with a current wage rate of $41.10 per hour.
