About Us
The Financial Shared Services Branch within the Provincial Comptroller’s Office at the Saskatchewan Ministry of Finance is responsible for providing central financial services to ministries and other clients within the Government of Saskatchewan. Services include but are not limited to:
- Support and configuration of the government-wide financial system.
- Accounts payable, accounts receivable and fixed asset transactional processing.
- Payment services.
- Help desk support for financial system users.
The Accounts Payable and Fixed Asset Processing Unit is responsible for processing supplier invoices, other requests for payment, employee expense claims and fixed asset transactions. Within the Unit, there is also a compliance and optimization team that performs a risk-based audit on government payments.
The Opportunity
The Government of Saskatchewan is seeking a strategic, forward-thinking leader to join its team as the Manager of Accounts Payable and Fixed Assets Processing. As part of this role, you will play a key leadership role in the implementation of the payables and fixed assets components of the new enterprise-wide integrated business solution, GEM, encompassing financial, human resource management, and supply chain functions.
The Position
In this position you will:
Lead and manage a team of 25 in the delivery of accounts payable and fixed asset processing including processing invoices, requests for payment, expense reports and various types of entries associated with the fixed asset lifecycle; oversee user support by managing help desk inquiries and operating the vendor inquiry line.
- Develop processes and controls to ensure timely, efficient, and accurate processing of transactions.
- Monitoring activities performed to ensure established service targets are maintained.
- Work with the Office of the Provincial Auditor on the annual audit of accounts payable systems and processes.
- Foster a service-oriented culture where high levels of accuracy and customer services are the norm.
- Develop strong working relationships with client ministries, including resolving escalated issues related to accounts payable and fixed asset processing.
To be successful in this position, you will have:
- Proven leadership experience in managing and overseeing accounts payable and fixed asset processing within ERP systems such as Oracle, SAP, or NetSuite, ensuring compliance, operational efficiency, and accurate financial reporting.
- Knowledge of and experience with applicable accounting principles and practices related to accounts payable and fixed assets.
- Experience managing a team with knowledge of human resource management practices including strategies to build, train, support, and maintain a diverse workforce.
- A focus on organizational culture using strategies to promote morale, encourage innovation and continuous improvement, and achieve operational objectives through collaboration.
- A strong sense of personal leadership, modeling integrity and inclusiveness by being open, acting with empathy, sharing resources/knowledge across teams and being respective of all skills and viewpoints.
- Strategic orientation demonstrated by soliciting input and helping others understand how their work goals and activities relate to the organization’s vision, mission and strategic direction.
- Strong communication practices, evident by adapting written and verbal communication and discussion to appeal to the specific interest, need and level of the audience.
- A university degree in Business Administration or Commerce with a CPA designation is desirable, however an equivalent combination of education and experience will be considered.
Our ideal candidate would have public sector experience including knowledge of government financial policies, processes and authorities.
