About the role
The Change Manager – Digitization Program plays a pivotal role in the successful delivery and organizational adoption of the Digitization-as-a-Service (DaaS) program. This role will lead change management strategies to support the transition from paper-based to digital records management, ensuring stakeholder readiness, engagement, and sustainable adoption across departments.
As a critical contributor to the digital transformation and sustainability agenda, the Change Manager collaborates with cross-functional teams to support the implementation of standardized digitization processes, while building awareness and fostering a digital-first culture.
Key Responsibilities
- Lead the change management strategy for the DaaS program, applying PROSCI methodology to support people-side transitions.
- Develop and implement communication plans, training materials, and stakeholder engagement strategies to drive adoption of digitization practices.
- Collaborate with the Digitization Program Specialist to align change initiatives with intake process development, internal digitization workflows, and external vendor coordination.
- Identify change impacts across business units and design mitigation strategies that ensure readiness and minimize disruption.
- Facilitate workshops and feedback loops with departmental leads to promote consistent understanding of document digitization benefits and requirements.
- Monitor change adoption metrics and provide regular reports and insights to the program leadership team.
- Promote compliance with information management standards, including accessibility, security, and records integrity.
- Support the Region’s eco-sustainability goals by advocating for digital-first, low-paper business practices across teams.
Required Skills & Experience
- Demonstrated experience leading organizational change initiatives, preferably within public sector or digital transformation contexts.
- Strong verbal and written communication skills, with the ability to convey technical processes in user-friendly terms.
- Proficient with Microsoft 365 tools, especially Power Automate, Power Apps, and SharePoint.
- Proven ability to collaborate with cross-functional teams and manage change across multiple departments.
- Deep understanding of enterprise content management and document digitization best practices.
- Strong analytical, problem-solving, and customer service skills.
- Experience managing stakeholder relationships and facilitating training or learning sessions.
Education & Certifications (Mandatory)
- University or College degree in Information Management, Computer Science, Business, or related field.
- PROSCI Change Management Certification (Required)
- Lean Six Sigma Green Belt (or higher)
- Enterprise Content Manager Practitioner (AIIM)
Preferred Qualifications
- Certified Information Professional (CIP)
- Certified Business Analyst Professional (CBAP)
- Electronic Records Management Practitioner (AIIM)
- Project management experience or certification (e.g., PMP, PRINCE2)
- Experience with large-scale digitization or content lifecycle initiatives
