Salary range for the position is $106,026 to 152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you make an impact?
The Program Manager, High Acuity Response Teams (HART) and Patient Access, has responsibility for management and oversight of the HART program. This includes responsibility for hiring and performance management, and accountability for monitoring quality of care and ensuring HART Registered Nurses maintain core practice competencies in the critical care transport specialty. The Program Manager is also responsible for developing evidence-based practice standards, policies, and procedures; continuing competency validation for HART RNs and Respiratory Therapists (RTs); and budget oversight.
The Program Manager, in collaboration with the Clinical Lead for Access/Flow is responsible for the day-to-day monitoring and management of patient care transitions between hospitals or between hospitals and community, to ensure the delivery of quality patient care, effective patient outcomes and positive patient experience. The Program Manager and Clinical Lead work collaboratively with clinical operations to identify barriers to patient and apply a continuous quality improvement framework to improve patient flow processes across the care continuum.
The Program Manager networks and collaborates with a wide range of individuals and interest groups both internal (e.g., Clinical Networks) and external (e.g., BC Emergency Health Services) to the Health Authority. The Program Manager manages complex projects and serves as a regional resource and leader, representing Interior Health as required on provincial working groups, and working collaboratively toward system-wide improvements in the delivery of high acuity transportation services as well as access and flow.
This position requires significant travel across the Health Authority and participation in a rotation to provide weekend and statutory holiday leadership for access and flow activities.
What will you work on?

Supports seamless patient transition to "right service" in hospital and community through the development and implementation of standardized processes (e.g., Repatriation Management System) to ensure the efficiency and effectiveness of patient access, flow, and transitions between acute hospitals, and between hospitals and community care.

Works in a co-management model with the HART Base Managers to hire, orient, develop and manage HART RN performance.

Oversees the day-to-day operations of HART patient transfers and deployments to provide site support to rural and remote hospitals.

In collaboration with the HART Base Managers, HART Clinical Practice Educator, and HART Medical Directors, observes and evaluates frontline clinical practice to determine the need for staff development and performance management. Partners with the HART Base Manages for annual staff performance evaluations.

Demonstrates expertise and provides clinical leadership in evidenced-based practice to staff, patients, and families by methods such as reviewing literature in the specialty area, consulting with experts, collaborating with members of the interdisciplinary team, and observing and evaluating front line clinical practice to ensure compliance with program standards.

Leverages and/or develops surveillance tools to track and trend key performance indicators and program deliverables. Utilizes MOH and IH processes & indicators of patient flow to ensure IH is compliant with regional and provincial No Refusal, Higher Level of Care, and Repatriation policies.

Establishes and conducts regular audits of HART activities in the hospital and transport environments - including reviews of patient care documentation and the maintenance of records and statistics related to continuing education activities and clinical certification requirements.

Works closely with clinical leaders, partners, and other interested parties across IH and external agencies to identify, recommend, develop, implement, and support strategic programming initiatives.

Provides leadership and direction to the HART Clinical Practice Educator to ensure staff are familiar with established policies, procedures, and standards of care. Utilizes educational resources such as self-learning and teaching modules to ensure staff are able to demonstrate the integration of knowledge, skill, and competencies in order to meet the needs of patients in the high acuity transport environment.

In collaboration with the HART Base Managers, Patient Care Coordinators (PCCs), Medical Directors, RT Professional Practice Leads (PPLs), and Clinical Practice Educator, develops and reviews standard operating procedures, policies and procedures, staff orientation, and other staff development materials, and ensures processes are in place to familiarize staff to them.

Empowers staff to assume responsibility for appropriate clinical practice and patient care decisions that are consistent with professional standards.

Responds to patient care issues and public concerns in a collaborative, supportive, and goal-oriented manner, and facilitates communication to affect positive outcomes. Utilizes a continuous quality improvement process in a timely manner to monitor policies, procedures, and standards that have been developed and implemented in response to identified patient care needs in the high acuity transport environment and access & flow processes.

Collaborates with health authority partners, BC Patient Transport Network, BC Emergency Health Services, Alberta Health Services, and other external partners to critically problem-solve and mitigate access and flow, and critical care referral challenges to enhance clinical practice and service delivery in real-time.

Collaborates with the IH Patient Transport Office to coordinate and optimize patient transfer activities and respond to emergency situations within the Emergency Operating Center.

Makes recommendations to the annual budget, monitors variance analysis, and implements remedial action as required.

Participates in Access & Flow and High Acuity Patient Transportation research projects.

In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

Performs other related duties as assigned.

Education, Training, and Experience
- Baccalaureate Degree in a health-related field, Master’s Degree preferred.

- Or an equivalent combination of education, training, and experience.
- Previous experience in critical care transport considered an asset.
- Current practicing membership with the relevant professional association
