The Opportunity:

Are you a self-starter with outstanding analytical and problem-solving skills? Do you work well independently but can also effectively supervise, lead and train staff? If so, we are pleased to share with you an exciting opportunity as a Senior Operational Auditor.

What can I expect to do in this role?

In this key role under the direction of the Manager, Audit & Quality Assurance, you will plan and execute audits in accordance with professional internal auditing standards and in adherence to established policies and procedures. You will also provide guidance to junior staff, including assigning and monitoring of work

As the Senior Operational Auditor, you will:

  • Promote internal audit as a value-added service to the organization and help to deliver audit services that consistently improve the control environment and strive to achieve operational excellence.
  • Plan, conduct and manage operational, compliance and financial audits/reviews for all programs and units of the Service.
  • Ensure audits/reviews are conducted in accordance with the International Professional Practices Framework of the Institute of Internal Auditors and Section 23 of Ontario Regulation 392/23 Adequate and Effective Policing (General) made under the Community Safety and Policing Act.
  • Evaluate, test, and document specific systems and activities of the Service s units and programs to assess whether controls are in place and functioning properly and to assess the performance or those systems and activities.
  • Conduct project-level risk assessments to evaluate and prioritize project, fraud and information technology risks.
  • Develop a Terms of Reference for each audit/review that includes background information, objectives and scope, budgeted time and key personnel assigned.
  • Prepare and execute detailed audit/review work programs.
  • Lead projects and assigns and coordinates project work among team members.
  • Evaluate project results (findings and observations) and present recommendations and compliance issues to management prior to presentation to the Executive Assurance Committee.
  • Present audit findings and recommendations/compliance issues, including management responses, to the Executive Assurance Committee.
  • Act as a representative of Audit & Quality Assurance and communicates with management throughout the course of each project.
  • Perform other duties, typical to the position, as directed by the Manager, Audit & Quality Assurance.

Key Qualifications:

Education/Experience

  • Degree/diploma in accounting, auditing, finance, computer science, or business management
  • Five (5) years experience in public accounting or internal auditing; or an approved equivalent combination of education, training and experience.
  • Post-graduate professional designation would be an asset (e.g. Chartered Professional Accountant, Certified Internal Auditor, Certified Information System Auditor, Certified Law Enforcement Auditor, Certified Government Audit Professional).

Skills/Competencies

  • General understanding of the Institute of Internal Auditors Global Internal Audit Standards would be an asset.
  • Requires in-depth experience with Microsoft Office Suite including Word, Excel, PowerPoint, Outlook and Access and working knowledge of information technology auditing.
  • Data analytic and project management skills would be an asset. Working knowledge of SAP would be considered an asset.
  • Must possess excellent interpersonal and communication skills to effectively deal with all levels of the Service and outside agencies in a professional manner.
  • Ability to effectively lead and train audit staff is essential.
  • Requires excellent analytical and problem-solving abilities.
  • Must have an Ontario Class G Driver s License and be willing to obtain a Toronto Police Service Blue Card .

Probation Period

Six (6) Months
