The Town of Oakville is seeking a Strategic Business Advisor who will leverage their drive, passion and expertise to design and implement solutions that address complex business and service delivery challenges in the Parks and Open Space department.

Reporting jointly to the Manager, Business Support Services and supporting the Director, Parks and Open Space, the Strategic Business Advisor will play a key role in supporting the Parks and Open Space department in the Community Services Commission. You will lead high-impact projects, conduct in-depth analysis, develop policies and procedures, and support business planning and service improvement initiatives that align with the Town’s long-term goals.

This role also includes supporting the development of Council reports and briefing materials that clearly communicate findings, recommendations, and the impacts of proposed initiatives to support informed decision-making at the senior leadership and Council levels.

What can I expect to do in this role? As The Strategic Business Advisor You Will

  • Conduct business analysis activities to identify improvement opportunities.
  • Undertake research and identify best practices to enhance processes, resident satisfaction, and operational efficiency for the Parks and Open Space department.
  • Contribute to Council reports and briefing notes to clearly present recommendations, data insights, and project updates to senior leadership and council.
  • Analyze issues, develop options and recommendations, and prepare policy and procedure documentation aligned with municipal standards.
  • Provide project management support for departmental and commission-wide initiatives, including planning, scheduling, and resource coordination.
  • Utilize data and visualization tools to model, analyze complex information, and make recommendations for improvements to services.
  • Prepare and deliver a variety of reports and presentations to staff and management.
  • Develop and deliver various communication and change management plans and strategies.
  • Build strong relationships across the organization to understand key interests and values and provide expert advice to senior management.
  • Provides ongoing support to the Director, Parks and Open Space in the planning and delivery of strategic and operational initiatives.

How do I qualify? Education The ideal candidate will have a university degree or college diploma in Business Administration, Business Analysis, Public Administration, or equivalent. Your formal education is complemented by your experience in the following:

  • 5 years of broad range and in-depth strategic planning, project management and policy development.
  • Extensive experience providing consulting services to senior management in the areas of performance reporting, business process review and re-engineering, program review and service improvement, and strategy development and planning.
  • Managing projects related to business solutions/services, continuous improvement, business process management, and/or business technology.
  • Directing complex processes, procedures and documentation related to developing, managing, executing and controlling program and project plans.
  • An equivalent combination of education and experience may be considered.

The ideal candidate will also have refined influential skills to resolve conflict with stakeholders and achieve common objectives and an ability to analyze issues, assess risks and develop/recommend solutions and best practices. You will possess excellent presentation and communication skills, a willingness to learn new perspectives and techniques, a proficiency in various technology tools, and are able to work effectively both independently and in a team environment.

The following would also be considered assets: Lean Six Sigma certification (Green belt), Certified Project Management Professional (PMP) designation, Certified Change Management Professional designation, and Certification in Business Analysis or Analytics.

Core Knowledge Required For Success You are an experienced professional with a comprehensive knowledge of data analysis and reporting for evidence-based decision-making. You are proficient in Microsoft Office products including Word, PowerPoint, Excel and Outlook.
