The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations, retail cannabis stores and horse racing. We strive to serve the public interest by regulating these industries in a respectful, impartial, and balanced manner.

The LGCA is seeking a highly motivated individual to work within the Enterprise Architecture Department which is part of the Strategic Services and Public Affairs Unit, supporting systems development activities. The System Developer will cover general duties within the department, including database and application development. Applicants are encouraged to identify their skills related to these specializations.

Candidates who do not meet all essential criteria and qualifications may be considered on an underfill basis at the underfill pay grade [6XH]. In such cases, the candidate will be appointed at a lower classification and pay grade until the required qualifications are met.

  • Full working level salary range: $77,903 – $94,244 per annum [6XI]
  • Underfill salary range: $69,222 – $83,709 per annum [6XH]

Staff in underfill will perform duties with appropriate supervision and may be eligible for reclassification to the full working level upon demonstration of required competencies, experience, or qualifications, subject to approval and in accordance with the collective agreement.

Qualifications:
The successful candidate must have:

  • A degree from a post-secondary institution, preferably in computer science or a related field.
  • A minimum of three to five years of experience in developing, implementing, and maintaining complex business system applications with object-oriented programming languages, preferably on an n-tier architecture utilizing web services. A combination of education and experience may also be considered.
  • Experience gathering end-user requirements, performing analysis and translating business processes into practical designs.
  • Experience coordinating and managing systems testing, integration, and automation of software releases.
  • Excellent critical thinking and analytical skills to evaluate, comprehend, and solve problems quickly and effectively.
  • Demonstrated attention to detail, accuracy, and decision-making skills to produce high-quality results.
  • Strong organizational, project, and time management skills to develop, implement, and support IT initiatives and operational goals.
  • Excellent communication, interpersonal and teamwork skills to effectively collaborate with stakeholders across multiple levels.
  • Experience in designing, implementing, and re-engineering database schema models.
  • Proven ability to develop, optimize, and maintain data access components including procedures, functions, views, and indexes for reliability and performance.
  • Ability to design and build analytical datasets and generate both operational and ad-hoc reports.

The following qualifications are desired:

  • Experience in front-end development, primarily for web applications, with some exposure to desktop applications considered beneficial. Familiarity with Microsoft frameworks (.NET) is considered an asset.
  • Development and support of custom web services and integration of third-party commercial Application Programming Interface (APIs) for data validation and transformation.
  • Proficiency in French.

Duties:

The System Developer is responsible for providing technological business solutions and support to the LGCA. This involves consultation on development of business applications, data analysis, and reporting to help the LGCA reach its goals and objectives. The incumbent will perform all activities and tasks representative of the Application Development Life Cycle in support of this measure.

  • An eligibility list may be created for similar positions and will remain in effect for 12 months.

  • A positive attendance record will be a consideration in the screening process.
  • Satisfactory work performance in the preceding 12 months is required.
  • A satisfactory Criminal Records Check verified by fingerprints is a condition of employment.
  • The incumbent must be able to occasionally work irregular hours on evenings and weekends.
  • The work requires a considerable amount of time (90%) working at a sit/stand workstation on a computer.
