Position Summary

Reporting to the Manager, Financial Services, the Business Systems Analyst is a strategic problem solver who is responsible for supporting various areas of Financial Services by collecting and analyzing data, conducting research, and formulating and implementing process and system improvements, to increase operational effectiveness and service delivery. The Business Systems Analyst supports the implementation of the County Strategic Plan, ensuring all systems within Financial Services are fully optimized to deliver timely and accurate reporting to executive leadership and Council in a seamless manner. The Business Systems Analyst will collaborate within Financial Services and across the organization, (working closely with the Information Technology, People & Culture, Asset Management, and Strategy and Performance departments), to promote continuous improvement.

Core Accountabilities

Business & Performance Systems

  • Document, analyze and evaluate Financial Services systems and processes using various techniques, such as flow diagrams and use cases.
  • Identify process and system inefficiencies and opportunities.
  • Collaborate with stakeholders to share ideas and develop recommendations for improvements to workflow.
  • Effectively communicate insights and recommendations to executive leadership and affected departments and receive feedback.
  • Provide recommendations for process and system improvements to best meet Financial Services developing and future operational needs/outcomes.
  • Translate business requirements into system requirement specifications.
  • Establish effective, collaborative, working relationships and build trust with staff across all levels of the organization.
  • Research industry best practices/trends and strive to implement business and technology solutions.
  • Support Financial Services areas in performance metric development in alignment with the County Strategic Plan and key performance indicators.
  • Facilitate workshops to validate, analyze and design processes with key stakeholders.

General

  • Apply strong research, strategic planning, analytical, problem solving, and decision‐making skills.
  • Prepare analytical documentation (diagramming, flowcharts, analysis, findings, recommendations, reports, presentations).
  • Apply and implement systems thinking.
  • Simplify complex business/technology concepts and present to stakeholders including executive leadership.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.

Position Requirements

Completion of a Degree in Business, Social Science, Computer Science, or a related field, along with a minimum of 5 years experience as a Business Analyst or in a related field.

  • Experience in business planning, business process improvement, performance measurement, and project management.
  • Exceptional analytical and conceptual thinking skills.
  • Possess a keen eye for detail, as well as organization, planning, prioritizing and time management skills.
  • Strong interpersonal and communication skills, both written and verbal.
  • Experience with deployment or configuration of Customer Relationship Management systems (CRM) or/and Enterprise Resource Programs (ERP) systems.
  • Experience working in a municipal government (asset).
  • CPA designation (asset).
  • Information systems/technology background, and LEAN Certification (assets).
  • Experience with Human Capital Management systems (asset).
  • Possess a track record of following through on commitments.
  • Proficiency in MS Office (Outlook, Word, Excel, Power Point, and Access).
