The Major Projects Branch in the Ministry of SaskBuilds and Procurement is seeking an experienced leader to join the team as Manager, Major Projects. This position will play a key role in advancing major infrastructure initiatives, typically those in design and construction. There will be a focus on the oversight of delivery of the Regina Specialized Long-Term Care facility, a complex, high-profile initiative, with additional projects added.
The successful candidate will bring not only deep technical expertise in project and contract management but also a proven ability to lead teams, navigate challenging situations, and foster a culture of excellence. This role requires an individual who can manage competing priorities, work effectively with diverse stakeholders including those with strong or opposing views and contribute to the development of others through thoughtful mentorship and strategic leadership.
Reporting to the Director, Major Projects, the Manager, Major Projects will be responsible for:
- Providing critical and strategic insights into project and contract management, fostering collaboration with cross-functional teams to oversee the end-to-end project delivery process, ensuring adherence to timelines, budget constraints, and quality standards;
- Demonstrating experience in construction methodologies, building codes, and industry best practices, while cultivating a culture of safety, quality, and teamwork among project teams;
- Providing advice and direction to stakeholders, relevant ministry partners, stakeholders, and advisors, facilitating effective communication and addressing challenges with professionalism;
- Exhibiting strong organization skills in coordinating multiple project deadlines and project consultants;
- Navigating complex interpersonal dynamics with diplomacy and composure, maintaining professionalism in the face of adversity and helping to de-escalate conflict where required;
- Effectively managing and resolving issues involving difficult personalities, high-pressure discussions, or competing priorities, maintaining forward momentum on project goals; and
- Acting as a champion for promoting our organizational culture that prioritizes professional growth, work-life balance, and employee well-being, while actively mentoring and developing others to build leadership capacity within the Major Projects Branch.
To be successful in this position you will have knowledge and application of the following:

Strong verbal and written communication skills, with the ability to confidently present complex information to diverse audiences effectively;

Ability to lead, motivate, and cultivate stakeholder relationships, influencing direction and outcomes positively;
-
Proficiency in project management principles and methodologies, risk assessment, and risk management principles; and
-
Understanding of relevant legislation, policies, and government decision-making processes.
Typically, the knowledge and skills required for this position would be obtained through the completion of a diploma or degree in construction management, engineering, business, or financial management. A suitable combination of relevant education and experience may also be considered. Project Management Professional Certification (PMP) or equivalent is an asset.
