Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

You will be required to regularly attend public meetings on evenings and weekends to address tenant concerns with regards to relocation, revitalization, and community impacts.

As a Development Director at Toronto Community Housing (TCHC) you will lead a team of skilled development professionals and consultant teams in planning, engineering, architecture and construction in support of TCHC's mission to provide quality affordable housing and build healthy, livable communities in a manner that supports TCHC’s tenant focused culture. This is a high-pressure role with significant public visibility and accountability. In this role, you will often serve as the public face of the project. You will be responsible for managing complex, high-risk, and high-cost development and construction projects and accountable for all related outcomes.

What you’ll do

Establishing and Managing Real Estate and Development Strategy for TCHC Land Holdings

  • Develops and manages TCHC short- and long-term development strategies
  • Leads business case development, feasibility analysis, financial modelling (including proformas, capital stack structuring, and cash flow assessments), and strategic funding for new and existing sites.
  • Directs approaches to manage real estate, development and construction strategic issues related to developer and construction procurement, contracts, real property acquisition or disposal
  • Advances funding strategies and secures external financing, including CMHC programs and other government or private funding initiatives.
  • Promotes innovation in TCHCs development approach and manages continually changing needs in the delivery of the Development Program to improve the effectiveness and net returns to TCHC for capital allocation
  • Provides strategic corporate advice on development and real estate issues to TCHC’s Chief Development Officer and provides support to other business units on matters relating to the effective redevelopment, disposal of TCHC properties and acquisition of new properties
  • Negotiates private sector partnerships and legal structures to leverage TCHC land, minimize risk and achieve objectives for new high quality affordable housing and healthy communities

Directing and Developing Skilled Professional Staff

  • Develops and mentors a strong group of project/housing manager to deliver housing initiatives; manages and provides administrative direction to staff including recruitment, performance management, and operational support plans
  • Staff management, performance reviews, leadership development and succession planning
  • Provides strategic direction, financial oversight, project management guidance and decision oversight to senior professional staff leading up to -$2.0 billion development and construction projects
  • Manages staffing and human resources issues within a team of 5 to 15 professionals

Ensuring Financial Responsibility, Accountability and Reporting

  • Accountable for financial performance of development projects
  • Responsible for establishing development business plans and performance benchmarks for rental and market housing development; accountable for staff performance against those benchmarks
  • Leads and directs innovative and cost-effective approaches in development and construction projects to achieve strong financial and project outcomes, and TCHC policy objectives in architectural excellence, green sustainable design and local economic development opportunities
  • Develops and manages annual budgets for revitalizations, including overall proformas, cash flows and business plans; assists project/housing development and construction managers to develop and manage project budgets
  • Regular reporting to the Board of Directors, City leadership, and executive team on financial and program performance. Act as directors and officers of subsidiary development corporations established by TCHC for new market housing development
  • Identifies and prioritizes critical development program funding issues and concerns in the annual budget-setting process; reviews and monitors projects for consistent financial performance within the Development Program and Investment financial targets

Oversight and Direction to Staff Delivering Major Real Estate Development and Construction Projects

  • Accountable for active construction projects and major real estate developments, including monitoring and approving monthly draws (Valued up to $10 million per month) on behalf of TCHC
  • Provide leadership and program guidance to development and construction managers from early concept design to construction completion and turnover, ensuring high quality, consistent and efficient delivery.
  • Represents the Development Division in seeking support for development objectives from elected officials, senior bureaucrats, community agencies, funders, media, private sector partners, industry conferences and the general public
  • Ensure development initiatives meet all applicable laws, standards, and legislative requirements, with strict compliance to workplace legislation
  • Provides guidance and oversight to political, public and corporate communications strategies and relationships for real estate development projects
  • Fosters collaborative relationships with stakeholders, including community partners, municipal/provincial/federal officials, and deals on specific project issues with stakeholders such as tenants, neighboring communities, politicians, and the general public and other divisions within TCHC
  • Promotes and secures alternative funding sources from private, community, and government partners to support development initiatives
  • Develops strategic and operational frameworks for the continuous evaluation, improvement and optimization of development and construction practices

Integrating Development Program with Corporate Governance Structures, Policies and Procedures

  • Working with the CDO, develops and presents to the Board for approval of comprehensive annual budgets for the TCHC Development Program and project-specific budgets
  • Provides input into the overall strategic planning, development and implementation of divisional standards and policies
  • Supports corporate reporting and addresses organizational issues affecting Development Program implementation. Acts as a member of the Development Division senior management team and TCHC Senior Management Team and Represents the TCHC on new housing development matters
  • Develops annual Division business plan and performance measures to achieve organizational objectives within the overall strategic Development Program

What you’ll need

Leadership & Experience:

  • 10+ years of experience in land use planning and development; real estate financial analysis; private, public and/or non-profit process related to affordable rental and market housing development
  • University Degree in Planning, Architecture, Engineering, Business Administration, Finance, or a related degree
  • Registered professional accreditation in Real Estate, Architecture, Urban Planning is considered an asset.
  • Knowledge of real estate and construction
  • Demonstrated experience securing capital funding and advancing affordable housing development programs.
  • Registered professional accreditation in Real Estate, Architecture, Urban Planning
  • Experience managing multi-disciplinary teams

Financial Acumen:

  • An MBA, CFA, or similar advanced business/finance designation is considered an asset.
  • Strategic planning and analytical skills, with the ability to integrate financial strategy into project execution.

Community & Partnership Building:

  • Community development and public consultation.
