Main Purpose and Function This position will provide Professional Engineer detailed design expertise for internal design projects related to streets and transpoortation, and will act as Engineer of Record in accordance with EGBC Quality Management Guidelines. This position also reviews civil roadworks design packages for works delivered through private development, including liaising with other teams, consultants, and developers. Furthermore, this position manages City rainwater surface runoff challenges and liases with members of the public to provide responses and solutions.
Other responsibilities may include supporting updates to the City’s Engineering Design Manual and specifications; managing or supporting streets and transportation related analysis, studies, designs, and construction, including topics such as design innovation, climate action initiatives, and asset resiliency; developing, compiling, and analyzing departmental metrics; and other duties as assigned.
When acting as the Engineer of Record in accordance with Quality Management procedures for assigned streets, transportation, and green rainwater infrastructure related design projects, this position will be responsible for directly supervising the work of CAD Designers and Drafters assigned to the project.
Specific Duties And Responsibilities Works within a cohesive team in the Streets Design Branch in carrying out strategic plan and continuous improvement of services related to building and maintaining the City’s Street infrastructure.
Technical Duties & Responsibilities
- Acts as the Engineer of Record for design projects in the streets, transportation, and/or green rainwater infrastructure disciplines, in accordance with EGBC Quality Management Guidelines;
- Provides technical review and expertise to Streets Design staff and staff in other branches;
- Reviews development related civil engineering design packages, including coordinating with Streets Design staff, and staff on other teams;
- Communicates, liaises, negotiates, and sets requirements with other branches, stakeholders, developers, and consultants on civil roadworks design related issues;
- Works with project management staff to monitor construction, certify completion, and close out civil roadworks design projects as assigned;
- Leads or supports internal studies, reviews, and case studies of streets infrastructure, and design and construction of details/standards;
- Oversees or supports special studies, designs, and construction projects involving consultants and external stakeholders;
- Leads or supports acceptance in the construction of completed street assets, including sidewalks, bike lanes, curbs, and pavements);
- Reviews and recommends innovation to design practices and asset resiliency according to industry or emerging best practices;
- Work cooperatively with other groups to develop designs that effectively manages storm water within City right-of-way, and develop details/specifications for, and implement, green storm water infrastructure in accordance with the Integrated Rainwater Management Plan (IRMP) to meet the City's Rain City Strategy Targets;
- Develops annual program and project budgets for the streets drainage and catch basin program;
- Assists in compiling and analyzing data, developing and monitoring metric and benchmarking programs, and making related recommendations, including departmental metrics and project and program related results;
- Responds to streets design related resident service requests;
- Other duties/responsibilities as assigned.
Qualifications Education & Experience:
- A bachelor's degree in Civil Engineering, preferably with a minimum 5 years of related experience with at least 2 years in civil engineering road design or an equivalent combination of education, experience and/or training.
- Registration or eligibility for registration as a Professional Engineer in British Columbia is required.
Knowledge, Skills And Abilities
- Technical competence in urban road design principles, processes & best practices.
- Registration or eligibility for registration as a Professional Engineer in British Columbia to act as the Engineer of Record for streets and transportation design projects including detailed grading design, surface drainage design, construction details, road widening, narrowing, or realignment to serve multiple transportation modes, sidewalk, paths, and plazas.
- Working knowledge of contract law and MMCD contracts & specifications, experience with construction and technical contract management.
- Experience managing medium to large design and construction projects will be considered an asset.
- Excellent interpersonal, negotiation, conflict resolution and communication skills.
- Ability to lead and work collaboratively with professional staff engaged on a project.
- Self-motivated and ability to work with little supervision.
- Demonstrated organizational and time management skills in a high-volume and high stress environment; able to multi-task.
- Proven ability to identify, analyze, report on, and implement effective solutions to problems.
- Strong customer service orientation with the ability to establish productive, professional working relationships at all levels of the organization.
- Proven ability to deal with internal and external customers in a positive, courteous and respectful manner.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
