Collingwood Neighbourhood House (CNH) is a not-for-profit Society serving the Renfrew-Collingwood (RC) neighbourhood of East Vancouver. JOB OVERVIEW
The Director of Finance and Human Resources is a key member of the Senior Leadership Team at Collingwood Neighbourhood House (CNH), reporting directly to the Executive Director. This position provides strategic oversight in financial stewardship including maintaining the financial health and sustainability of the organization, supports the senior management and board in making sound financial decisions, human resources management, and organizational health and safety, ensuring alignment with CNH’s mission to support inclusive, innovative, and sustainable initiatives in the Renfrew-Collingwood community.
This role brings together deep expertise in finance, HR, and organizational development to lead and support a diverse workforce in a non-profit setting. The Director is responsible for the effective management and integration of the Finance, Human Resources, and Occupational Health and Safety (OHS) areas and works collaboratively across department and programs to support operational excellence, risk management, and regulatory compliance.
The Director models and promotes core leadership competencies including strategic thinking, change management, emotional intelligence, decision making, communication, team building, diversity and inclusion, ethical stewardship, innovation, and creativity. By fostering a culture of accountability, well-being, and collaboration, the Director contributes to the long-term sustainability and integrity of CNH and the community it serves.

RESPONSIBILITIES
Strategic and Organizational Leadership
· Provide strategic Financial, HR, and OHS leadership aligned with CNH’s mission, values, and community objectives.
· Actively participate in the Senior Leadership Team, contributing to long-term planning and cross-organizational initiatives.
· Champion a respectful, inclusive, and service-oriented culture across the Finance and HR departments.
· Build and maintain strong working relationships with internal teams, external partners, funders, and government representatives.
· Model CNH’s values of integrity, accountability, and community engagement in all leadership practices.
· Lead the development and implementation of CNH-wide policies, procedures, and practices related to Finance, HR, and Occupational Health and Safety (OHS).
· Chair and participate in internal committees; meet regularly with the Executive Director to review departmental priorities and challenges.
Financial Management, Acumen, and Oversight
· The Finance and HR Director is responsible for ensuring the financial sustainability and integrity of CNH through strategic financial management, robust oversight, and clear communication.
· Lead the development, management, and forecasting of CNH’s complex, multi-program operating and capital budgets, ensuring alignment with organizational goals and funding requirements.
· Ensure full compliance with Canadian Accounting Standards for Not-for-Profit Organizations (ASNPO) while interpreting and integrating requirements from diverse funders and external individuals.
· Oversee core financial functions, including general accounting, payroll, grant and funder reporting, cash flow management, ensuring compliance with regulatory guidelines and implementation of effective internal controls.
· Prepare and present accurate, timely, and accessible financial reports for senior leadership, the Finance Committee, Board of Directors, funders, and auditors.
· Identify financial risks and opportunities, providing strategic analysis to inform decision-making by the Executive Director and Board.
· Collaborate with program leaders to evaluate program costs, resource allocations, and funding strategies, ensuring responsible stewardship and sustainability.
· Support and build the financial literacy of the leadership team members and by translating financial information into clear, actionable insights for non-financial audiences.
· Maintain strong relationships with external auditors, financial institutions, and funding partners to uphold fiscal accountability and audit readiness.
· Provide expert guidance in grant budgeting and reporting, supporting successful applications and compliance with funding agreements.
Human Resources Management and Organizational Development Acumen
· The Finance and HR Director provides strategic leadership in human resources and organizational health, fostering a respectful, inclusive, and effective workplace culture aligned with CNH’s values and operational priorities.
· Oversee the full scope of HR operations and strategy, including recruitment, retention, onboarding, performance development and management, succession planning, and workforce planning.
· Guide and support the HR team in applying employment legislation, interpreting and implementing collective agreement provisions, and upholding CNH’s internal policies and procedures.
· Provide leadership in labour relations, conflict resolution, and employee relations, including representing CNH in collective bargaining processes when required.
· Ensure compliance with all relevant legal and regulatory frameworks, including the BC Employment Standards Act, WorkSafeBC, human rights legislation, and privacy laws.
· Promote a healthy, inclusive, and psychologically safe workplace by integrating occupational health and safety (OHS) principles and organizational behaviour best practices.
· Utilize HR metrics and data analysis to inform decision-making, identify trends, and proactively address workforce needs.
· Design and advise on compensation, benefits, and total rewards frameworks in collaboration with the Executive Director, ensuring they are equitable, sustainable, and supportive of employee well-being.
· Champion employee engagement and organizational development initiatives that build capacity, strengthen team dynamics, and enhance individual and collective resilience.
Systems and Data Management
· Oversee the integrity, security, and functionality of finance and HR information systems and databases.
· Lead the implementation of secure IT and data protocols within the Finance and HR departments.
· Ensure systems support accurate and efficient reporting, analytics, and organizational planning.
Contract Negotiation and Compliance
· Lead the negotiation and administration of funding contracts and service agreements within the Finance and HR department, ensuring they align with CNH’s operational capacity and mission.
· Represent CNH in labour-related negotiations, ensuring sustainability and alignment with organizational values in consultation with senior leadership and ED.
Mentorship and Team Support
· Provide direct supervision, coaching, and performance oversight to the Finance and HR management teams.
· Support department Managers in all stages of the HR cycle, encouraging accountability, innovation, and collaboration.
· Promote a learning-focused, team-based environment that encourages team members participation in decision-making and continuous improvement.
Administration and Grant Writing
· Oversee and support Finance and HR department Managers to prepare budgets for Board approval and to monitor finances, budget implementation, and maintain balanced accounts while following CNH accounting policies and procedures.
· Apply for and support Finance and HR department Managers to apply for grants and funding sources. Oversee all funding and ensure funding deliverables are achieved and reported on following grant requirements within the project timeframes.
· Perform routine administrative duties, including approving cheque requisitions, payroll review, and time-tracking approval as required based upon financial policies and procedures.
· Perform other administrative tasks and responsibilities as required.
SKILLS AND QUALIFICATIONS
Education
· Post-secondary degree in Finance, Accounting, Business Administration, Human Resources, or a related field.
· CPA designation is required, with demonstrated expertise in accounting systems management from transaction origin to audit-ready storage in a controlled environment.
· Certification in accounting system operations is an asset.
Leadership Experience
· Minimum 6 years of progressive leadership experience in a senior finance and/or HR role, preferably in a non-profit or community-based organization, with experience supervising cross-functional teams and supporting senior leadership.
Financial Expertise
· In-depth knowledge of Canadian Accounting Standards for Not-for-Profit Organizations (ASNPO), including the ability to reconcile ASNPO requirements with non-ASNPO-compliant funder guidelines.
· Proven ability to lead the development and management of complex multi-departmental budgets across 30+ programs and multiple funding sources.
· Experience managing annual organizational budgets of up to $13 million.
· Strong skills in financial analysis, forecasting, internal controls, and audit preparation.
Human Resources and OHS Knowledge
· Proficiency in human resources, labour relations, and organizational development.
· Working knowledge of payroll and HRIS platforms.
· Comprehensive understanding of BC’s Employment Standards Act, WorkSafeBC regulations, collective bargaining processes, and their application in a unionized work environment.
· Demonstrated ability to interpret and implement employment and OHS legislation into practical workplace policies and systems.
Systems and Data Management
· Experience overseeing secure financial, HR, and OHS data systems.
· Knowledge of IT security best practices and ability to lead implementation of data protection protocols.
Community and Equity-Focused Experience
· Demonstrated commitment to equity, diversity, inclusion, anti-racism, and anti-oppression principles in leadership.
· Familiarity with the values and needs of the Renfrew-Collingwood community.
· Experience or knowledge of community-based programs in areas such as Early Years, Families, Youth, Seniors, Recreation, Community Development, Newcomers, Indigenous Peoples, Homelessness, and systems change.
