This position is eligible to work remotely on a part-time basis.
Main Function: Reporting to the Chief Administrative Officer (CAO), this position provides strategic leadership and direction in developing and implementing a broad range of strategic initiatives that support the goals of the City of Greater Sudbury (CGS). The role oversees the creation and execution of the corporate communications and other strategies, ensuring alignment with the City's vision and priorities. The role is also responsible for the direction and operation of the division in support of quality customer service outcomes, and the Business Plan for the division.
Characteristic Duties: Under the general direction of the Chief Administrative Officer.
- Lead the vision, development, and implementation of a diverse range of strategic initiatives, fostering continuous improvement to achieve the City of Greater Sudbury’s goals.
- Provide leadership, supervision, and direction across the division’s functional areas, including Communications, 311 Call Centre, Government Relations, Indigenous Relations and other direct reports assigned.
- Drive business transformation by managing projects efficiently and leveraging change management and stakeholder engagement techniques to create an integrated, high-performing work environment.
- Lead and manage special projects with cross-functional corporate teams to ensure successful outcomes. Projects to be based on CAO and organizational priorities including policy development and support, Equity, Diversity and Inclusion initiatives and others as assigned.
- Align the CAO’s office strategies with CGS and Council’s vision and priorities, ensuring a customer-centric approach that is mindful of customer needs and political considerations, while promoting service excellence.
- Lead the design and execution of a multi-year, multi-platform communications plan addressing internal and external communication strategies, Council’s strategic goals, and service support.
- Establish clear, consistent communication standards for corporate and program/project messaging, ensuring timely and effective communication to all audiences. Support departments in building internal communication capabilities.
- Oversee external communications and support all internal communication efforts, ensuring alignment with the organization’s progress and service efforts.
- Foster productive partnerships with the Office of the Mayor, committee chairs, and Council members to advance the CGS’ interests and achieve shared objectives.
- Develop a comprehensive corporate approach to community engagement, including clear definitions, implementation guidelines, and technology tools for staff use, while evaluating engagement performance annually.
- Create an inclusive and empowering work environment that helps division staff see how their efforts contribute to corporate outcomes. Foster open communication, encourage new ideas, and support staff development.
- Monitor key performance indicators to inform stakeholders of customer service outcomes and manage an enterprise-wide inquiry tracking system for complex service requests, aligned with the multi-year communications plan.
- Build relationships with municipalities, Provincial and Federal governments, and community agencies to enhance intergovernmental relations and influence CGS’s position on shared issues.
- Provide technical analysis and advice through briefing notes, speeches, and other communications to support the executives and members of Council on current or upcoming issues.
- Develop, manage, and monitor operating and capital budgets.
- Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
- Perform other related duties as required.
Qualifications
Education and Training:
- University degree in Business or Public Administration, or other related program from a recognized University with Canadian accreditation OR an international credential recognized in Canada.
- Project Management credentials an asset.
- Additional education initiatives to update and expand competencies.
Experience:
- Minimum of eight (8) years directly related experience at a senior management level in large, unionized, and highly diversified public or private sector organizations, including four (4) years in a similar function.
- Municipal experience desirable.
An equivalent combination of education, credentials, and experience may be considered.
Knowledge of:
- Superior knowledge of corporate communications, particularly in the local government area.
- Intergovernmental relationships between the three levels of government, and the related NGO’s and associations at the regional, provincial, and national level.
- Strong understanding of strategies (including social media) for public and citizen engagement.
- Strong understanding of municipal policy development process.
- Knowledge of CGS’s priorities.
- Knowledge of applicable legislation and related regulations.
Abilities to:
- Proven strategic leadership and management skills.
- Strong internal and external relationship management skills, including ability to influence, engage and align multiple stakeholders in the development and implementation of strategy.
- Strong mentoring, coaching, and knowledge-sharing skills, ability to interact and work effectively with staff.
