**Project Manager - VHM Study & Scheduling BEB (4 Month Contract)

Location: New Westminster, BC / Hybrid

Staffing Placement Opportunity** Project Description And Background The successful candidate will complement an existing team of staff and contract Project Managers within the IT Programs & Projects department. The primary assignments will include:

  • Vehicle Health Monitoring System Implementation Project: Currently, a Vehicle Health Monitoring (VHM) system is not deployed across most of the fleet. A pilot was conducted in 2021 to assess requirements for such systems. A feasibility study began in early 2024 using ChargePoint VHM systems to evaluate operational improvements. Based on the study results, the implementation phase must now be advanced. The Project Manager will define and plan the implementation and submit the associated funding request.
  • Battery Electric Buses (BEB) Scheduling Capabilities Implementation Project: With the arrival of Battery Electric Buses (BEB), new scheduling software is required to handle variables such as range, energy consumption, and charging needs that existing systems cannot support. A feasibility study was completed in early 2024 to assess off-the-shelf solutions. The Project Manager will lead the implementation planning and prepare the related funding submission.

Solid IT project management experience is essential, along with the ability to prepare business cases and program documentation based on input from business and technology teams. Public sector experience in Canada is highly desirable.

The Project Manager may also be assigned to other full lifecycle projects depending on their capacity, suitability, and qualifications.

SERVICES Responsibilities The candidate is expected to follow the organization’s standard Project Management methodology, including phases, templates, and approval gates. Responsibilities include all aspects of the project lifecycle:

  • Initiation, planning, execution, monitoring, and closure
  • Managing scope, time, cost, procurement, quality, risk, resources, communication, stakeholders, and issues

Reporting to a Senior Project Manager, the candidate will collaborate with senior staff and cross-functional teams comprising both employees and contractors.

Key Responsibilities Include

  • Leading diverse teams, including project managers, business analysts, solution architects, and business stakeholders
  • Developing or supporting business cases and related artifacts aligned with organizational priorities
  • Preparing or overseeing project planning documentation using the organization’s project management templates
  • Executing and monitoring work breakdown structures, budgets, procurements, communications, and risks
  • Directing internal and external resources across multiple concurrent projects
  • Supporting project governance structures and engaging committees to drive alignment
  • Preparing regular project status reports and steering committee updates
  • Managing project scope, risks, contracts, schedules, and vendor performance

DELIVERABLES The successful candidate will be responsible for delivering typical project and program management artifacts, including but not limited to:

  • Business Cases and implementation work plans
  • Project Initiation Documents (e.g., Charter, Feasibility Study, Change Management docs)
  • Integrated project plans aligned with PMI standards
  • Monthly Status Reports
  • Governance documentation (e.g., meeting minutes, presentations)
  • Budget forecasts and updates
  • RAID logs (Risks, Actions, Issues, Decisions)
  • Change Requests
  • Lessons Learned and Project Closeout Reports
  • Other deliverables as required by the project plan

KNOWLEDGE & EXPERIENCE

  • Proven experience managing RFI/RFP processes
  • Bachelor’s or Master’s degree in Business Administration, Computer Science, or related fields
  • 8+ years of full-cycle technology project management (ideally including SDLC)
  • Public sector experience in Canada is an asset
  • Strong stakeholder engagement and interpersonal skills
  • Excellent written and verbal communication skills; experience reporting to senior leadership
  • High sense of urgency and accountability
  • Strong risk, change, scope, time, and resource management skills
  • Experience managing complex contracts
  • PMP certification is a plus
  • Proven ability to align project objectives with broader program goals
  • Experience with organizational change management (OCM)
  • Proficiency in Microsoft Office, Microsoft Project, and SharePoint
