A large and complex organization, eHealth is comprised of 30+ clinical and non-clinical program (service) areas that all work together to support health care providers and teams across the province in delivering the best possible care to patients, providers, citizens, and health system users. Programs range from primary care to acute care, and includes laboratories, pharmaceuticals, and diagnostics. Additional programs that also support patient care and information include Virtual Care, the MySaskHealthRecord, and the Provincial Electronic Health Record. eHealth is also responsible for the administration of various pieces of legislation to manage the registration of/changes to all vital event records (e.g. birth, marriage, death, etc.), registration of legal name changes, registration of adoptions, and for maintaining the provincial health registry for health services eligibility and distribution of health services cards.

The eHealth teams engage directly with health system partners and other stakeholders both provincially and federally to ensure all services are delivered efficiently and effectively.

We're seeking a Senior Business Analyst to play a key leadership role in advancing our Primary Health Care initiatives.

In this high-impact role, you’ll act as a change agent—driving continuous improvement across digital systems and processes while aligning with government priorities and client needs. Reporting to the Manager of Primary Health Care Services, you'll work at the intersection of business strategy, health innovation, and systems analysis.

What You’ll Do:
As a Senior Business Analyst, you’ll lead and support transformational initiatives in Primary Health Care by:

  • Acting as a strategic advisor to the development team—translating business needs into clear, actionable requirements.

  • Facilitating conversations between stakeholders and technical teams to align solutions with enterprise architecture.

  • Leading changes to business processes and supporting implementation of new or updated applications.

  • Conducting feasibility studies and developing compelling business cases that drive service innovation.

  • Gathering and documenting business and technical requirements that are both clear and comprehensive.

  • Keeping a pulse on emerging health care technologies and best practices—bringing innovative insights back to the team.

  • Analyzing trends across other jurisdictions to inform our approach and maintain cutting-edge solutions.

  • Writing precise technical documentation such as user stories, system specs, and test plans.

  • Quickly adapting to changes in the business and technology environment, staying focused on outcomes and quality delivery.

What We’re Looking For:
We’re looking for a confident, analytical, and adaptable leader who thrives on problem-solving and delivering meaningful results. Our ideal candidate has:

  • A degree or diploma in Computer Science or a related discipline; an IIBA Certified Business Analyst Professional (CBAP) designation is a strong asset.

  • Minimum 5 years of experience in a Business Analyst or similar role, preferably within an integrated IT/Health environment.

  • Experience with business process improvement methodologies, requirements gathering, and solution design.

  • Excellent communication, documentation, and facilitation skills, with a knack for translating complex ideas into actionable strategies.

  • Proficiency in database analysis, testing methodologies, and strategic planning tools.

  • Expereince with healthcare analytics, technology, and business processes, along with the ability to quickly learn requirements and support a cloud analytics environment in healthcare, would be considered a bonus.

  • Strong knowledge of project management methodologies—PMP or similar certification is a bonus.

  • Ability to independently prioritize and organize one’s own workload to meet tight deadlines within budget and successfully complete projects in a changing environment.

Analytical:

  • Analytical Ability to extract, synthesize, conceptualize and apply ideas, processes and information to create solutions in a constantly changing technological and business environment.

Problem Solving:

  • Ability to identify, explore and evaluate options on processes and methodologies and information technology solutions in order to design new business systems and develop feasible recommendations.
