About the role
Pacific Northern Gas Ltd. (PNG), a subsidiary of TriSummit Utilities Inc., owns and operates natural gas processing, transmission and distribution systems in British Columbia’s lower Peace, west central, and north coast regions. PNG’s western transmission system extends from the Enbridge gas transmission system north of Prince George and along the Highway 16 corridor to Terrace and then onto the port communities of Kitimat and Prince Rupert, providing gas transportation and service to twelve communities and a number of industrial facilities. In the Province’s northeast, Pacific Northern Gas (N.E.) Ltd., a subsidiary of PNG, provides gas processing, transmission and distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.
The Pipeline System Engineer will report to the Manager, Engineering under the purview of PNG’s Director, Asset Management & Project Delivery and will provide technical and program support services to construction, maintenance, and operations groups for the safe and reliable energy needs of PNG’s customers.
SALARY RANGE
- $91,000 to $107,000 per annum
WHAT YOU WILL DO
- Natural gas transmission and distribution system design and management in accordance with applicable standards.
- Provide technical and operational project support for natural gas pipeline, compression, and pressure control facility maintenance and operation in accordance with applicable standards.
- Review, produce, and provide input on critical design, asset management, and risk reduction related documents, including but not limited to Process Flow Diagrams (PFDs), Piping and Instrumentation Diagrams (P&IDs), piping isometrics, shutdown key, instrument index, civil drawings, plot plans, control philosophy and electrical area classification drawings, hazard assessments, standard operating procedures, construction plans, and safety documentation.
- Delivery of work related to the performance of PNG’s Safety and Loss Management System, Process Safety Management System, Risk Management Program, and Integrity Management Plans,
- Champion and promote the importance of environment, health, personnel, asset, and process safety, and quality management.
- Support development and continuous improvement of Process Safety Management System for PNG facilities.
- Prepare, review, and/or oversee changes to (or creation of) standard technical documents, specifications, standards, programs and procedures pertaining to PNG asset management and project delivery.
- Review, own, or support activities related to Management of Change.
- Support the development and preparation of program reports, presentations, technical documents, and schedules.
- Identification, ranking, and mitigation of asset risks per PNG’s Asset Risk Management program
- Support project delivery team on defining operational needs, quality, scope, requests for information, technical deviations, and requirements for handover to operations.
- Coordinate communication with internal and external stakeholders to ensure engineering deliverables are in accordance with identified needs.
- Assist in the review and revision of project-associated standards, procedures, processes, and policies related to design, construction, maintenance, and subsequent operations.
EXPERIENCE & QUALIFICATIONS
- Minimum 5 years of proven facilities and pipeline design and project engineering experience in an associated oil & gas or resource industry with either an owner/operator or EPCM company, including demonstrated field experience in operational and project settings.
- Pipeline system hydraulic modelling and system planning.
- Experience in pipeline design and construction practice, as well as asset integrity management activities such as inline and over the line inspection, corrosion protection, and ground disturbance
- Natural Gas compression and gas plant unit operations design and operational experience is considered an asset
- Engineering degree from an institution recognized within Canada and the province of British Columbia. Mechanical, Process or Chemical disciplines are preferred.
- Professional Engineer in B.C, or the ability for out-of-province designation transfer. EIT’s with relevant experience may be considered.
- Experience with BC technical regulations under the purview of both the BC Energy Regulator (formerly BC Oil and Gas Commission) and Technical Safety BC
- Direct experience with, and application of, CSA Z662 Oil and Gas Pipeline Systems and the BC Oil and Gas Activities Act (OGAA), Pipeline Regulation, and Oil and Gas Processing Facility Regulation.
- Demonstrated experience with OH&S regulations, including those under the purview of WorkSafe BC (WSBC).
- Past experience with the BC Oil and Gas Commission application, permitting and operations manuals and systems
- Familiarity with industry codes, standards, acts, regulations, and best practices such as those from CSA, API, ASME, CEPA, PHMSA, WSBC, TSBC, and the BCER.
- Demonstrated ability to build effective relationships.
- Demonstrated ability to work with multiple stakeholders - internal and external.
- Demonstrated ability to multi-task and prioritize in a fast paced and dynamic work environment.
- Sound decision-making skill and leadership capability
OTHER CONSIDERATIONS / ADDITIONAL INFORMATION
- Position will be based out of a centralized PNG operations office in Terrace or Smithers, BC. PNG may consider basing the position out of other communities in the PNG operating area.
- Regular travel throughout PNG’s operating area will be required on an as-needed basis, but is generally flexible.
