Core Functions The Manager of Capital Assets is responsible forthe procurement of goods and services requiredfor the operations of the Cree Nation Government and of all its departments and offices, including the responsibility to follow-up on and manage leases. The incumbent is also responsible for the inventory and disposal of movable assets owned by the Cree Nation Government.

Functional Responsibilities

  • Participate in the consultative process for developing the objectivesand strategies of the Cree Nation Government in dealing with suppliers.
  • Participate in developing, applyingand updating policies, procedures, regulationsand standards relating to the acquisition of goods and services and inventory control.
  • Provide all information concerning Cree Nation Government’smovable assets for the purpose of insurance policies and oversee all special insurance requirements.
  • Oversee call for tender process and requests for proposals initiatedby the Cree Nation Government.
  • Ensure that methods and procedures for the receiving, handling, classifying, storage, shipping, distributingand transporting of goods are developed, implementedand updated.
  • Oversee and review all service contracts.
  • Negotiates, establishes, and manages the various leases of the Cree Nation Government in collaboration with Human Resources.
  • Oversees and responds to the operational needs of the Montreal office.
  • Ensure that the master plan for movable assets is updated and that activities related to the periodic evaluation of movable assets iscarried out.
  • Collaborate in the development of plans for the allocation for movables.
  • Collaborate in negotiating, draftingand applying memorandums of agreement.
  • Ensure that methods and procedures relating to the inventory control of movable assets are developed.
  • Responsible for general procurement and maintenance of insurance for all assets.
  • Collaborate in negotiating and drafting property leases.

Administrative Responsibilities

  • Provide quarterly reports on the status of projects.

Budgeting/Funding Responsibilities

  • Participate in preparing the budget for the Capital Assets team and monitorit upon request.

Managerial Responsibilities

  • Supervise and lead direct reports.
  • Assistwith the development of team and individual objectivesand ensure that performance is aligned with those objectives, in conjunction with the Assistant Director.
  • Identifytraining needs, recommend solutions, and support training and development.
  • Conduct periodic formal performance evaluations and regular one-on-one meetings for direct reports.
  • Promote ongoing, effectiveand open communication with employees. Keep staff members informed of decisions that impactthem and/or their department.

Other Responsibilities

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

Qualifications Education

  • Bachelor’s degree in Business Administrationor related field.

Experience

  • Three to five years of relevant work experience.
  • Experience in project management and developing processes and procedures.
  • Experience with staff supervision.

Language

  • Fluency in English.
  • Fluency in French.
  • Fluency in verbal Cree is an asset.

Knowledge And Abilities

  • Advanced knowledge of asset management.
  • Customer-focused and service-oriented.
  • Proven success in maintainingstrong communication, including the ability to facilitateeffectively.
  • Proven ability to be discreet and maintainconfidentiality.
  • High attention to detail and accuracy.
  • Strong organizational skills and the ability to manage multiple projects.

  • Demonstrated ability to work under significant pressure and to adapt to a changing environment.
  • Proficiencyin Microsoft Office products.

Additional Requirements

  • Typical office setting where there are no unusual physical demands.
  • Willingness to travel occasionally.

About Grand Council of the Crees (Eeyou Istchee)/Cree Nation Government

Government Administration

The Grand Council of the Crees (Eeyou Istchee) represents the approximately 20,000 Crees of Eeyou Istchee. The Cree Nation Government exercises governmental and administrative functions on behalf of the Cree Nation. Both have identical membership, board of directors, governing structures and are managed and operated as one.

The Cree Nation Head Office is located in the community of Nemaska, although there are also satellite offices in other communities and Montreal. The two offices of the Embassy of the Cree Nation, located in Ottawa and Quebec City, are instrumental in upholding the Cree Nation’s relations with the federal and provincial governments and providing technical support to its 10 departments.
