GENERAL DESCRIPTION:

Under minimal supervision, the Supervisor, Capital Finance provides direct daily oversight to a team of finance professionals in the delivery and financial management of capital budgets, amendments, contract administration, recovery projects, and the internal control of capital and other financial information. Primary responsibilities for the role include:

Employee Development: Performs supervisory tasks for assigned team members. Works with team to plan and balance workload, ensuring that teams are managed fairly and consistently and that work processes are followed. Provides direction on task prioritization, and leads staff in the delivery of technical advice, recommendations, and decision support. Mentors, coaches, and provides support to staff. Empowers and develops staff by way of regular feedback, providing development opportunities and technical direction, as well as delegation of responsibilities.

Research and Implementation: Participates in continuous research, development, improvement, and implementation of effective strategies for the capital finance portfolio that will assist the Municipality in achieving its goals. Ensures compliance with the Municipal Government Act and the Public Sector Accounting Standards (PSAS).

Departmental Guidance: Provides direct oversight to a team of finance professionals in the delivery of financial transactions relating to capital finance and recovery. Directs, reviews, and approves journal entries, monthly reconciliations for capital and budget financial transactions. Collaborates with Grant Administrators and operating areas to coordinate the funding sources from grant applications for cash flow purposes, recovery, and reporting requirements. Provides detailed and accurate information to auditors and funding parties. Coordinates the year end capital process.

SKILLS REQUIREMENTS:

  • Ability to empower people, strong organizational skills, and use of innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • Ability to effectively lead a team with good coaching and mentoring skills
  • Excellent interpersonal, analytical, and collaborative skills, as well as a demonstrated ability to assess situations from a business perspective.
  • Ability to interpret complex policies, legislation, and the Municipal Government Act.
  • Excellent written and verbal communication skills in both technical and user-friendly language, including instructional, facilitation, and presentation skills.
  • Adherence to administrative directives, policy, and legal requirements.
  • Ability to exercise confidentiality and discretion with municipal documents and information.
  • High proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook), and SAP finance modules.

EDUCATION:

  • Diploma in Business Administration, Accounting, or related diploma with seven (7) years of experience; or,
  • Degree in Accounting, Finance, Commerce, or similar degree program with five (5) years of experience is required.
  • Chartered Professional Accounting (CPA) Designation is required.

EXPERIENCE:

  • Seven (7) years of accounting experience with a diploma or five (5) with a degree.
  • Experience to include a minimum of two (2) years in a supervisory/leadership capacity.
  • Previous experience in a municipal financial environment is an asset.
  • Experience working in a public sector environment with unionized and non-unionized employees is considered an asset.

OTHER REQUIREMENTS:

Ability to provide a Criminal Record Check for review and acceptance.

As per section 2 of the Occupational Health and Safety Act, the incumbent shall ensure while in the employ of the Regional Municipality of Wood Buffalo the health and safety of employees, contractors, and the public.

This position is employed in a supervisory capacity. As such the employee is required to obtain additional safety training in accordance with municipal procedures and directives.
