Overview
Reporting to the Manager, Environment, the Environmental Coordinator 2 (EC2) is responsible for implementing best practices in alignment with environmental legislation and City-adopted strategies (e.g. Dangerous Goods Spill Response Plan). The EC2 maintains strong working relationships with internal departments, community stakeholders, and residents to support proactive environmental protection.
This position requires a deep understanding of federal and provincial environmental legislation and its application within municipal operations. The incumbent will interpret key regulatory requirements, identify how they interact with City services, and support program delivery by building partnerships, developing operational synergies, and pursuing funding opportunities.
The EC2 plays a key role in ensuring compliance while reducing environmental risks and liabilities. The primary responsibilities of this portfolio is the delivery of the City’s pollution prevention initiatives and administration of the Pollution Prevention and Clean-Up Bylaw No. 8475, Dangerous Goods Spill Response Plan and provincial Contaminated Sites Regulations. The incumbent will lead the coordination and implementation of related activities across departments and in collaboration with external partners.
Examples of key responsibilities include, but are not limited to:
- Providing technical expertise, advice and guidance on environmental matters, including regulatory requirements of senior governments (or affiliated agencies) with a particular focus on internal and external environmental requirements related to pollution prevention invasive and environmental restoration.
- Providing City of Richmond representation at meetings with environmental regulatory agencies, community First Nations and other stakeholders and, where appropriate, assist in facilitating competing priorities to ensure interests are met including through the federal and provincial Environmental Assessment process.
- Recommending and establishing service standards and/or performance criteria through maintaining service excellence, monitoring for compliance and streamlining redundant operational procedures.
- Recommending, developing and implementing best practices and data collection techniques to ensure relevant City strategies, plans, and bylaws are maintained.
- Preparing reports, memorandum and correspondence to support internal and external communications for the Manager’s review.
- Establishing collaborative working relations with other City departments, senior governments and the Richmond community, including participating in environmental working groups for environmental assessments.
- Updating and developing environmental policy initiatives as required.
- Developing and implementing initiatives to evaluate effectiveness of services provided, which can include detailed metric monitoring for development applications, key indicators and service gap identification, modernized geo-spatial tracking systems including remote sensing and GIS databases to collect and analyze invasive species, riparian and contamination information and electronic systems to track and records spills in Richmond and remediation.
- Responsibility for leading procurement efforts for external consultants, assessing and evaluating capital project budgets and managing capital budget annually under supervision from the Manager.
- Determining capital plan submissions and supporting the procurement process by developing scope, budgets and schedules, ensuring procedures are in place to maintain scope of work against regulatory requirements.
- Recommending and formalizing review procedures for managing contracts and/or capital projects related to pest and invasive species management, environmental enhancement and pollution prevention projects.
- Assessing the complex environmental situations and regulatory updates to determine possible impacts to City operations, and coordinating and preparing internal and external correspondence.
- Other duties as required.
Knowledge, Skills & Abilities:
- Extensive knowledge and understanding of environmental legislation, industry best practices, creative outreach and stewardship initiatives.
- Strategic thinking and creative problem solving, with the ability to effectively navigate complex situations and accomplish goals.
- Ability to effectively negotiate challenging issues with developers while advancing a wide range of environmental projects, including strategies, plans, policies, bylaws and implementation programs.
- Ability to understand, advise and evaluate environmental legislation.
- Demonstrated ability to work independently and in a group to accomplish tasks and maintain to corporate compliance.
- Ability to focus on details, while maintaining a balanced high-level view of a project or initiative.
- Excellent verbal and written communication with advanced presentation skills, including demonstrated ability to translate technical information into material that can be easily understood by a broad audience.
- Skilled in report writing, critical thinking as well as stakeholder and senior government engagement.
- Highly organized to lead of all aspects of small to complex projects and initiatives with ability to make informed decisions in a fast-paced environment.
- Ability to successfully pass a Police Information Check.
Qualifications and Experience:
- Bachelor’s degree in environmental science or a related field
- Professional designation is an asset (e.g., P.Ag., R.P.Bio.)
- 5–8 years of related experience in environmental compliance, protection, and research
- Class 5 Driver’s License for the Province of British Columbia
- Experience working in a local government setting is preferred
Working Conditions:
Work is primarily office-based, with occasional field work required.
