The Health Human Resources Advisor is responsible for developing a long-term view of the provincial health system and projecting resources associated with changes in service delivery that may be incorporated from best practices initiatives of other jurisdictions. This position provides senior management with expert information and advice regarding workforce trends and developments, and advice that is specifically necessary to make decisions regarding workforce planning for health human resources. The Health Human Resources Advisor reports to the Manager of Health Workforce Planning.
Duties include:
- Providing strategic health human resource counsel to Managers, Directors, Departmental Senior Management Team, Deputy Minister, and Minister;
- Providing independent advice and recommendations with respect to current and emerging HR issues, opportunities, and challenges in Health PEI’s health system scope of service;
- Providing expert advice, assistance, and support to Directors and Managers through project leadership and project management.
- Reviewing and evaluating on an ongoing basis workforce development as well as recruitment and retention programs and initiatives to meet the needs of the health system;
- Developing health human resource planning information based on comparative analysis of initiatives in other provinces and emerging trends, and formal research, being mindful of costs and probability of success on PEI;
- Researching current best practices on workforce development and recruitment and retention related initiatives;
- Evaluating the human resource implications of planned changes in health service delivery models;
- Extracting and analyzing data from HR information systems and available databases for the purpose of identifying trends, projecting needs, and establishing benchmarks;
- Utilizing and creating projection models to provide information to the Health PEI health system on projected health human resource needs in nursing and allied health;
- Supporting the data analytic requirements in the development, planning, and implementation of future physician resource needs;
- Providing leadership to strategic health human resource planning initiatives;
- Collaborating with local and national partners to develop and implement initiatives that support effective HR planning in the provincial health system;
- Representing the province on various Federal/Provincial/Territorial and regional health human resource committees;
- Creating and utilizing process maps to effectively visualize and document key processes and policies;
- Other related duties.
Minimum Qualifications:

Master’s degree in a related area, (e.g. human resources management, business administration, economics, health administration, social sciences or other related area.)

Considerable experience working in a related role, preferably in the public health system.

Considerable experience working with and understanding of the broader public sector and government business and decision-making practices

Considerable experience in the development and implementation of policy and planning initiatives

Considerable experience in research and analysis, conducting complex qualitative and quantitative data analysis and synthesizing large amounts of data
-
Considerable experience with funding models, data and cost analysis, project management, and professional contract management
-
Demonstrated experience communicating complex information that is sensitive, and presenting options and advice to senior management
-
Demonstrated experience with evidence-informed decision
-
Demonstrated equivalencies will be considered.

Knowledge and skills in the areas of human resource and labour market analysis, planning and costing, evaluation, performance monitoring, research methods, and organizational design.

Must be familiar with the provincial health system, health programs, services, and policies; and be knowledgeable about provincial, regional, and national health services delivery issues and initiatives, and the implications for PEI.

Must have project management skills and program and policy analysis skills with a view to providing best practice advice and recommendations in respect of findings.

Excellent communication (spoken, written, public speaking, presentation) as well as excellent analytical, organizational, interpersonal, and facilitation skills.

Advanced computer skill in spreadsheet application Excel is a must, and considerable skill in Microsoft Word, Power Point, and Outlook.

Additional relevant education and experience will be considered an asset.
